Health-Related Social Needs (HRSN) Nutrition Support Services
Solicitation # 26-001-ADR-HRSN
The Health-Related Social Needs (HRSN) Nutrition Support Services solicitation, numbered 26-001-ADR-HRSN, is issued by Pierce County Human Services to provide essential nutrition support to eligible Medicaid recipients in Pierce County. Administered by the Area Agency on Aging (ADR), the program is funded through Washington State's Medicaid Transformation Project 2.0 and is a partnership with the Washington State Health Care Authority and the Department of Social and Health Services. The contract focuses on addressing social determinants of health, specifically through the provision of Medically Tailored Meals (MTMs) and Fruit and Vegetable Provisions. To be eligible to apply, organizations must already hold a contract with DSHS HCLA and/or PCHS ADR. While the solicitation is open to providing services to both long-term care support services (LTSS) clients and non-LTSS clients, the primary target for the initial scope includes eligible Medicaid recipients receiving in-home long-term care. The contract carries an initial funding ceiling of $4,250,000 and is structured as a Client Service Agreement. Although it does not utilize standard Federal Acquisition Regulation clauses, it establishes rigorous operational and compliance frameworks through several key exhibits. Performance is measured by both output and outcome metrics, with a mandatory minimum compliance threshold of 90%. Contractors are subject to unannounced on-site monitoring and audits at their facilities within Pierce County. Significant administrative requirements include mandatory insurance coverage—specifically cyber liability of $2,000,000 and professional liability of $1,000,000—along with a five-year extended reporting period for claims-made policies. Additionally, contractors must adhere to strict data security protocols, maintain financial and performance records for six years post-termination, and implement approved Corrective Action Plans in the event of non-compliance. Proposals must be submitted by the deadline of March 1, 2027.

FY27 - Reducing Childhood Hunger
Solicitation # 2027-RFP-012
Wicomico County is issuing Request for Proposal 2027-RFP-012 for the FY27 Reducing Childhood Hunger initiative, a program designed to address food insecurity through nutritional and budgeting education, emergency food assistance, and community resource linkages. The contract period runs from July 1, 2026, to June 30, 2027, with an estimated total funding ceiling of $60,000 available for award. The procurement follows a trade-off evaluation process rather than a lowest-price model, prioritizing technical merit, program design, and infrastructure. Evaluation is heavily weighted toward program design (50%), which includes assessing race equity efforts, evidence-based service models, and the ability to meet specific performance measures such as participant connection to financial education and food provision. Interested vendors must submit electronic proposals via the county's e-Procurement Portal no later than September 3, 2026, at 2:30 PM. Required submission components include a project narrative, a detailed budget worksheet, performance projections, a conflict of interest form, and a Maryland SDAT Certificate of Status. Selected contractors must maintain a physical office within Wicomico County and adhere to strict professional standards, including comprehensive insurance coverage for general, professional, and automobile liability, as well as workers' compensation. All intellectual property and materials developed during the contract become the exclusive property of the County, and vendors are held to high standards of accountability regarding fiscal reporting, record retention, and the correction of any work deficiencies at no additional cost to the County.
