AI Contract Overview

The contract engages the Texas Department of Assistive and Rehabilitative Services, through its licensee Allen Tharp LLC., to provide full food service operations at Lackland Air Force Base (AFB) and associated locations, including the Lackland Training Annex and Camp Bullis. This short-term follow-on contract, lasting six months with an optional additional six months, extends from April 1, 2012, to March 31, 2013, and is designed as a bridge to ensure uninterrupted food service while a new long-term contract is competitively procured. The contract is awarded under the Randolph-Sheppard Act using sole source authority, specifically FAR 6.302-1, recognizing Allen Tharp LLC. as the only responsible source capable of meeting the Air Force’s critical food service needs. The contract scope encompasses management and operation of 14 dining facilities, one flight kitchen, and an MRE warehouse, covering a variety of services from food preparation and serving to facility maintenance and quality control, critical for the delivery of approximately 710,000 meals monthly—one of the largest food service operations in the Department of Defense. This contractual action is deemed essential to continue feeding military trainees without disruption, fulfilling a vital mission component for the Air Force. The services cover a diverse range of dining facilities including full service, basic military training, and limited service locations, situated primarily at Lackland AFB and a satellite site 30 miles away. Due to the specialized nature of the Randolph-Sheppard designated blind vendor program, and the lack of adequate in-house capabilities, the agency is authorized under federal regulations to negotiate directly with the state licensing authority rather than pursue competitive bidding. This temporary arrangement is critical to avoid mission impact, reflecting the importance of continuous, high-quality food service for military personnel training at Lackland.
