The Missile Defense Agency intends to issue up to three sole source solicitations to Lockheed Martin Space Systems Company to manufacture and deliver three Terminal High Altitude Area Defense (THAAD) Systems as part of Foreign Military Sales, with the first system supporting the United Arab Emirates. Each THAAD system includes components such as missiles, fire control and communications units, launchers, and support equipment. The anticipated delivery consists of nine launchers, 144 missiles, three fire control communication units, and three battery support centers. The contract encompasses engineering, logistics, technical support, software, training, spares, and technical publications, ensuring the systems are fully operational upon delivery. This acquisition will proceed under a sole source basis due to Lockheed Martin's unique capacity to supply these highly specialized components and services without incurring substantial duplication of costs or unacceptable delays. Lockheed Martin has been the prime contractor for previous THAAD system developments and production efforts, supporting both initial manufacturing and ongoing field support. Interested subcontractors may contact Lockheed Martin for opportunities, while the Missile Defense Agency retains discretion over competitive procurement based on responses received within the specified timeframe. The contracting point of contact for the government is Mitchell Shelton of the Missile Defense Agency.

It is the intent of the Missile Defense Agency (MDA) to issue up to three sole source solicitations to Lockheed Martin Space Systems Company (LMSSC), P.O. Box 3504, Sunnyvale, California 94088-3504 to manufacture and deliver up to three (3) Terminal High Altitude Area Defense (THAAD) Systems as Foreign Military Sales (FMS) requirements. The first of the three FMS requirements is in support of the United Arab Emirates (UAE). The solicitation requirements will include the Engineering and Logistics Support necessary to field the THAAD Ballistic Missile Defense System (BMDS). The THAAD system is comprised of the following components: Missile, THAAD Fire Control and Communications (TFCC), Launcher, and Peculiar Support Equipment (PSE). The three (3) FMS THAAD Systems, the first of which is for UAE, are anticipated to consist of nine (9) Launchers, one hundred forty-four (144) Missiles, three (3) THAAD Fire Control Communication Units (TFCC), and three (3) Battery Support Centers. In addition to engineering, logistics and technical support, the solicitation requirements will also include: software, software support, training, spares, and assorted technical publications. All THAAD components will be delivered to the FMS customer and integrated into an operational weapon system. The proposed acquisition will be sole source to LMSSC pursuant to the authority of FAR 6.302-1(a)(2)(ii) & (iii) as the resulting follow-on contracts are for the continued provision of highly specialized supplies and services where it is likely that award to any other source would result in substantial duplication of cost and unacceptable delays of the requirement. LMSSC has been the prime sole-source contractor on two previous THAAD System developmental efforts under Contracts DASG60-92-C-0101 and DASG60-00-C-0072. The initial production contract to manufacture and supply THAAD Fire Units 1 & 2, HQ0147-07-C-0196, was awarded sole-source to LMSSC on 22 December 2006. On 25 August 2008, the Missile Defense Agency approved the sole-source purchase of additional Fire Units from LMSSC. The Government is currently in negotiations with LMSSC for these Fire Units. On 27 August 2008, the MDA approved the sole-source acquisition of field support and services from LMSSC. The field support and services contract, HQ0147-10-D-0001, was awarded to LMSSC on 31 March 2010. Only LMSSC is capable of manufacturing the identified THAAD components and integrating them into fire units and providing field support without substantial duplication of cost and unacceptable delays in fulfilling the agency's requirements. Companies interested in subcontracting opportunities may contact LMSSC, Mr. Glenn Berry (408) 756-6118. Point of contact for the Missile Defense Agency is Mitchell Shelton, MDA/DACD (256) 450-1416. See Note 22. Note 22 Reads: The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability by responding to this requirement. This notice of intent is not a request for competitive proposals. However, all information received within sixty days after date of publication of this synopsis will be considered by the Government. Any party interested in this requirement should contact this office within 15 days after publication of this notice. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.

Missile Defense Agency - Nimble Options for Buying Layered Effects (NOBLE) Announcement
Solicitation # HQ0860-25-S-0001
The Missile Defense Agency Nimble Options for Buying Layered Effects (NOBLE) Announcement, solicitation number HQ0860-25-S-0001, is an overarching acquisition strategy active from March 27, 2025, through March 27, 2030. Rather than a single contract, it serves as a consolidated framework to rapidly develop, prototype, and field disruptive missile defense technologies across the entire kill chain. The program focuses on three primary technical areas: Kinetic and Hypersonic Defense for cost-efficient interceptors, Command, Control, and Battle Management utilizing AI and quantum computing, and Space-based Sensors, Interceptors, and Effectors to maintain space domain awareness. Under this framework, the MDA will release individual solicitations using various authorities, including FAR-based procurement contracts and Other Transaction (OT) agreements. Each individual solicitation will define its own specific technical requirements, evaluation criteria, funding levels, and submission deadlines. Interested parties must be registered in the System for Award Management (SAM) and are directed to monitor SAM.gov and the MDA Opportunity Marketplace for new opportunities, such as the Mobile Integrated Launch Capability, Low-Cost Kill Vehicle, and Shipborne Phased Array Instrumentation Radar. All offerors are subject to Organizational Conflict of Interest rules per FAR Subpart 9.5 and DFARS Subpart 209.5. Security requirements include compliance with NIST SP 800-171 and the Cybersecurity Maturity Model Certification (CMMC) program, with some efforts requiring secure interfacing with classified systems. Mobile Integrated Launch Capability
Solicitation # 26-MDA-12366
The Missile Defense Agency (MDA) is soliciting innovative and cost-efficient alternatives to current air drop C-17 target launches through the Mobile Integrated Launch Capability (MILC) program. The objective is to develop mobile launch platforms capable of deploying short to long range target missile systems from any location worldwide to increase launch cadence and reduce costs. This effort is structured in two phases: Phase I focuses on detailed design, engagement analysis, and prototype costing with an objective performance period of three to six months; Phase II involves prototyping, ground testing, and the delivery of one launch platform for a target vehicle system launch, with an objective performance period of twelve to twenty-four months. The solicitation is open to large and small businesses, non-traditional defense contractors, and accredited educational institutions. Interested parties must submit white papers detailing their technical approach, design concepts, and a Rough Order of Magnitude cost estimate. Selection is based on a two-step process evaluating technical merit, innovation, potential utility to agency programs, schedule, and lifecycle cost. Awardees must possess an active Secret Facility Clearance and adhere to strict cybersecurity and Controlled Unclassified Information (CUI) marking requirements. The MDA will consider various contract types, including fixed price and cost reimbursement, as well as Other Transaction (OT) Agreements.
