Foreign Weapons, Body Armor and Ammo

The U.S. Special Operations Command is recompeting its IDIQ contract for Foreign Weapons, Body Armor, and Ammunition, with the current contract set to expire in October 2026. This solicitation, identified as FWAMRRFP, is a total small business set-aside under FAR 19.5 and is being managed by HQ USSOCOM in Tampa, Florida. The scope has been expanded to include ballistic body armor and helmets alongside weapons and non-standard ammunition, with all deliverables requiring strict adherence to U.S. federal, international, and military packaging and marking standards. Packaging for weapons and ammunition must meet UN-equivalent requirements, comply with ISPM 15 for wood materials, and include detailed CDRLs A001 and A002 with item serial numbers, HAZMAT classifications, UN and explosive weights, and CONOP identifiers. All shipments must be secured with metal banding and edge protectors, and packaging must remain free of damage, tampering, or corrosion. Environmental durability is governed by MIL-STD-810H, and periodic surveillance inspections are mandatory to ensure asset integrity. Proposals must be submitted electronically through SAM.gov by May 25, 2026, and are required to include three distinct volumes: Summary and Miscellaneous Data, Technical Proposal, and Past Performance Information. Technical evaluation is the most important factor in award selection, with unacceptable ratings disqualifying offerors; past performance is the secondary factor, where “No Confidence” assessments also result in ineligibility. The government will conduct a best-value trade-off analysis under FAR Parts 12 and 15, considering technical capability and past performance without numerical weighting, and intends to award without discussions to the top seven offerors. All pricing is firm fixed price, with invoicing exclusively required through Wide Area WorkFlow using WAWF, and payment processed via electronic funds transfer. Contractors must hold a Federal Firearms License Type 11 and a Directorate of Defense Trade Controls Brokering license, and must comply with stringent security protocols, including protection of Controlled Unclassified Information under SOFARS 5652.204-9003, which prohibits unauthorized release of any sensitive information without prior written approval.
