Solicitation # J28026
The Department of Judiciary for the State of Hawaii is soliciting proposals under RFP J28026 to provide evidence-based, cognitive-behavioral domestic violence intervention services within the Second Circuit, covering the islands of Maui, Lanai, and Molokai. The primary objectives are to enhance the safety of victims, children, and the community while holding adjudicated adult and juvenile offenders accountable to reduce recidivism. Required services include domestic violence intervention programs for offenders, trauma-informed support and restraining order assistance for adult victims, and specialized intervention and supervised visitation services for children and adolescents. All services must adhere to the Hawaii Domestic Violence Intervention Program Standards and be delivered by qualified personnel who undergo mandatory fingerprint-based criminal history and registry checks every four years. The procurement process involves a three-phase evaluation, starting with an administrative screening followed by a quantitative scoring of the proposal application. Service delivery is the most heavily weighted factor at 55 points, with financial reasonableness accounting for 10 points. Pricing is structured through a mix of negotiated unit prices and fixed prices depending on the service category and location, with estimated volumes ranging from 225 to 600 batterers and 400 to 700 victims. Proposals must be submitted electronically via the HIePRO portal by December 1, 2026. The resulting contract may be extended for an additional two-year period based on funding and performance. Compliance is monitored through unannounced site visits and a required contractor-led quality assurance plan.
