Forest Health Project for Whispering Winds Catholic Camp

The Whispering Winds Forest Health Project is a fuel reduction and ecosystem restoration initiative managed by the Resource Conservation District of Greater San Diego County. Located at the 161-acre Whispering Winds Catholic Camp in Julian, California, the project aims to increase wildfire resilience and protect life and property in an area previously impacted by severe wildfire. The scope of work involves targeted mechanical and manual thinning, pruning, biomass removal, chipping, and limited herbicide application within 300 feet of existing infrastructure to improve defensible space and emergency access. Additionally, the project includes the removal of invasive species such as cheatgrass and fescue, the planting of over 1,000 trees and shrubs to support native pine and oak regeneration, and the installation of fencing to protect new plantings from wildlife browsing. All operations must be conducted by hand crews and low-pressure ground-based equipment, adhering to best management practices to protect water quality, biological resources, and cultural sites. The project is classified under NAICS code 113310 and is designated as a Categorical Exemption Class 4 for minor alterations to land and vegetation per 14 CCR 15304. Key administrative oversight is provided by Executive Director Ann Baldridge of the Resource Conservation District and Executive Director Martin Rosales of Whispering Winds. The project is supported by an IPaC resource list from the U.S. Fish and Wildlife Service to ensure the protection of endangered species and migratory birds within the project area.
