AI Contract Overview

The New York State Department of Environmental Conservation is seeking bids for a Forest Health Rapid Response contract aimed at the long-term control and management of forest pest-infested and diseased trees, primarily focusing on suppressing southern pine beetle outbreaks in Nassau and Suffolk counties. The contractor will provide essential field support for the removal of affected trees to promote overall forest health, with the unique aspect that bids are solicited prior to the identification of specific job sites, allowing for swift response to emerging infestations. This approach addresses the challenge of pests or diseases spreading rapidly, making traditional bidding processes less effective. The contract spans from November 1, 2025, to October 31, 2030, with a project value estimated between $500,000 and $2,000,000. Bidders must comply with the Department’s guidelines regarding permissible contacts and lobbying restrictions, and all inquiries should be directed to the designated contact, Robert Cole, a Forester with the Department. Electronic bids are not accepted. The procurement does not set aside specific MWBE or Service-Disabled Veteran-Owned Business goals, with all participation goals listed at zero percent. The contract is open to business entities, with G & C Martin Logging, Inc. having previously secured similar contracts within the past five years. The response deadline is October 20, 2025, and interested parties can find additional details through the provided online link.

The New York State Department of Environmental Conservation (hereinafter referred to as the Department) is soliciting bids for long term control and management project of forest pest-infested and diseased trees.  The contractor will provide field support to cut down trees for the maintenance and improvement of broader forest health, in response to new forest pest infestation, focused primarily on southern pine beetle suppression, in forested areas of the Department’s Region 1 (Nassau and Suffolk counties). For this contract, bids are being obtained prior to the conception of individual jobs, so the Contractor will be able to respond rapidly to the job needs as they arise. Traditional contracts require DEC to mark the trees then put a job out to bid under an individual contract. However, this process will not work with many forest pest-infested and diseased trees because by the time the contract is executed the pests or diseases may have killed the marked trees and spread to new trees. Proposers shall adhere to the NYS DEPARTMENT OF ENVIRONMENTAL CONSERVATION GUIDELINES REGARDING PERMISSIBLE CONTACTS DURING A PROCUREMENT AND THE PROHIBITION OF INAPPROPRIATE LOBBYING INFLUENCE. All correspondence and/or questions relating to this IFB should be directed to the Department’s designated contact person. Please note, telegraphic or other electronically transferred bids are not acceptable.
