Full Description

The Wildfire Prevention and Investigation Section investigates the origin and cause of wildfires within the Forest Protection Area of Alberta. Wildfire investigations vary in complexity, with many potential causes. As a result, contracted subject matter experts (SME) are sometimes required to support these investigations. Oil and gas operations are one potential source of wildfire ignitions within Forestry and Parks jurisdiction. A process engineering SME is required to support an investigation into a significant flare stack-caused wildfire. The SME should be versed in upstream and midstream oil and gas operations, with specific knowledge and experience in designing, operating, maintaining, monitoring, and inspecting flare stacks and their associated infrastructure. The successful Proponent should have a strong understanding of the legislation, regulations, and standards as they pertain to flaring operations in Alberta. The SME may be required to analyze data and documents associated with flaring operations, examine field sites, produce an expert report, and qualify / testify as an expert witness in court. There may be extensive data and documentation associated with the investigation. The selected vendor will require the capacity to process and analyze a significant number of records and produce an expert report in a timely manner. The vendor will be selected through a competitive process, and the successful proponent will be offered a standard no-guarantee contract. The successful proponent will be contacted prior to the issuance of an offer to ensure that there is no conflict of interest. Work will be assigned by the contract manager on an as-needed basis based on the requirements of the wildfire investigations unit or legal counsel. The contracted resource may be used to support other investigative files of a similar nature during the contract term. **one contract will be awarded**
