AI Contract Overview
Wilmington City Schools is seeking pricing for Category 1 connectivity between Denver Place Elementary School and the BOE central offices for fiscal year 2026. The school is requesting comprehensive cost breakdowns for four service options: third-party networks, leased lit fiber, self-provisioned networks, and leased dark fiber. Bidders must provide detailed line items covering construction, ownership, operation, and maintenance, including a clear indication of whether special construction costs are due upon completion or spread over four years. Eligible vendors must possess an active SPIN, be eRate compliant, and not appear on the USAC red light list. Contracts must run from July 1, 2026, through June 30 of a subsequent year and must include provisions for speed upgrades without affecting service dates. Additionally, agreements must explicitly state voluntary extension terms and include a clause for penalty-free cancellation or reduction of lines if a building closes. All bids must be submitted by February 4, 2026, to be considered.

Full Description
Per eRate competitive bidding requirements, school will consider the total cost of each proposed service for both self-provisioned and for leased dark or lit solutions. School requests all cost be broken down into line items as they will evaluate the total cost of constructing, owning, operating, and maintaining the network (e.g., recurring fees for maintenance and operations, Network Equipment) over its useful life. For cost comparison purposes, please ensure that all special construction costs are stated and indicate whether or not construction costs will be due at time of completion or if costs will be spread out over (up to four) subsequent years. Vendors must be eRate eligible with an active SPIN listed on their bid and not on the USAC "red light" list. Contracts must align with eRate funding year and have a service start date of 7/1/2026 and end date of 6/30 of any given year. Contracts should include a clause allowing for speed upgrades within the terms of the contract and without impact to service dates. Contracts should explicitly state any and all voluntary contract extensions and terms. Vendors must include contract wording that allows for penalty-free cancellation or reduction of lines in the event that a school or building is closed during the contract terms. SPAM and/or robotic responses will not be considered valid bid responses and will be disqualified from consideration. All bids submitted prior to the applicants vendor selection will be given equal consideration, with no award made before the close of the 28-day posting period.
