Hillsborough County intends to recommend the award of a noncompetitive procurement to Formstack, LLC (Formstack), for a three (3) year period in the amount of $47,950.63, for standard forms functionality, data storage, user licenses, and an advanced workflows module for the Communications and Digital Media Department (CDM). Since 2015, Formstack products have been utilized to produce citizen-facing forms. Adding the workflows module will allow the County the ability to expand the use of the existing software to build new business process automations. This procurement is being made in accordance with Section 3-208(2) of the County’s Procurement Policy as the standard forms functionality and user licenses are required as part of an existing integrated software system and are only reasonably available from Formstack. The County reserves the right to extend the time period further, adjust the scope of services in response to changing conditions and updated requirements, and increase the resulting award accordingly. Contractors who believe that they can provide goods and/or services that are substantially and materially the same as those identified in the attached order form must submit clear and convincing information to support a challenge the intended award. Challenges to this notice must be received no later than the Close Date of the Sole Source (SS) Project. After this date, an award will be made.
