The contractor must supply all personnel, equipment, tools, supplies, transportation, and supervision necessary to fulfill requirements. A Quality Control Plan must be submitted within 30 days of award, and the contractor’s workforce must comply with all safety, environmental, and personal identity verification requirements under FAR clause 52.204-9. Security protocols require adherence to installation policies, background checks conducted by the Provost Marshal Office, and securing government property at day’s end. Key personnel, including a Project Manager, must be identified and their resumes submitted within one week of award; all must be fluent in English and available during normal duty hours. Invoices must be submitted monthly via email in PDF format and processed through the Wide Area Workflow system by the 5th of each month. Performance will be monitored through a Government-developed Quality Assurance Surveillance Plan using a 95% Acceptable Quality Level verified by random sampling. The Contractor shall inspect, service, maintain, and landscape grounds at Fort Benning, Georgia. The work shall include scheduling and performance of mowing and trimming; turf replacement; leaf and debris removal; tree, hedge, and shrub planting, maintenance; policing of areas; The Contractor shall provide all work necessary to maintain the grounds to the standards specified herein. The Contractor shall maintain Improved, Semi-Improved, and Un-Improved Grounds as identified in this PWS. The Contractor shall provide all personnel, management, tools, supplies, transportation, labor, equipment, and other items and services necessary to perform Grounds maintenance services as defined in this Performance Work Statement (PWS), The Contractor shall perform grounds maintenance services to the standards in this contract and in a manner that will maintain grounds in a satisfactory condition and present a clean, neat, and professional appearance. The Main Post Cemetery, Golf Course, Lawson Army Airfield, Snow Removal and Salting Sidewalks. MWR, AAFES, DECA, DOD Schools and Martin Community Hospital (MACH) are not included in this PWS.
