Fort Benning Ground Maintenance

The contract seeks a qualified Service-Disabled Veteran-Owned Small Business (SDVOSB) to provide comprehensive grounds maintenance services at Fort Benning, Georgia, under a Firm Fixed Price (FFP) arrangement with a one-year base period and four one-year option periods extending through July 2031. The scope includes inspection, service, maintenance, and landscaping of Improved, Semi-Improved, and Un-Improved grounds across multiple locations such as Main Post, Cantonment Areas, Kelley Hill, Sand Hill, Harmony Church, Camp Rogers, Ranges, Training Areas, and Battle Park. Tasks encompass mowing and trimming, turf replacement, leaf and debris removal, planting and maintenance of trees, hedges, and shrubs, policing of grounds, and ensuring unobstructed vehicular and pedestrian traffic flow. All work must meet the FY25 ID-T revised standards and maintain a clean, neat, and professional appearance. Excluded from the scope are the Main Post Cemetery, Golf Course, Lawson Army Airfield, Snow Removal and Salting Sidewalks, MWR, AAFES, DECA, DOD Schools, and Martin Community Hospital. The contractor must supply all personnel, equipment, tools, supplies, transportation, and supervision necessary to fulfill requirements. A Quality Control Plan must be submitted within 30 days of award, and the contractor’s workforce must comply with all safety, environmental, and personal identity verification requirements under FAR clause 52.204-9. Security protocols require adherence to installation policies, background checks conducted by the Provost Marshal Office, and securing government property at day’s end. Key personnel, including a Project Manager, must be identified and their resumes submitted within one week of award; all must be fluent in English and available during normal duty hours. Invoices must be submitted monthly via email in PDF format and processed through the Wide Area Workflow system by the 5th of each month. Performance will be monitored through a Government-developed Quality Assurance Surveillance Plan using a 95% Acceptable Quality Level verified by random sampling.
