The Town of Owego is soliciting sealed bids for the Foster Valley Road Culvert Replacement Project, P.I.N. 9755.60, LD041396, located in the Town of Owego, Tioga County, New York. The Work includes furnishing all labor, materials, machinery, tools, equipment, and other means of construction necessary and incidental to the replacement of the Foster Valley Road Culvert over a tributary to Little Nanticoke Creek and completion of the associated work shown in the Contract Documents. This is a Unit Price Contract. Bidding Documents will be available on or after Monday September 21, 2026 and will be officially distributed through the Engineer's online plan room at www.cplteamplanroom.com. Copies obtained from any other source are not considered official copies. Only vendors obtaining the Bidding Documents through the official plan room are quaranteed to receive addenda and other bidding iniformation. Bids received from contractors not appearing on the official plan holders list will not be accepted. No hard copies of the plans and specifications will be provided. A pre-bid meeting will not be held. Questions reqarding the Bid Documents shall be submitted in writing to the Engineer. The period for questions closes at 4:00 PM on Thursday, October 15, 2026. Sealed bids will be received by the Owego Town Clerk, 2354 State Route 4354,Apalachin, NY 13732, until 10:00 am, local time on Thursday, October 22, 2026, at which time the bids will be publicly opened and read aloud. Each bid must be a accompained by bid security in the amount of 5 percent on the Base Bid. The successful bidder will be required to furnish construction performance and payment bonds, insurance, and execute the Contract in the full amount of the Contract Price. All contractors and subcontractors submitting bids or performing construction work on the project are required to register with the New Yor State Department of Labor prior to the letting. Project participation goals are MBE 10%, WBE 15%, and SDVOB 6%. EEP goals are Women 6.9% and Minority 1.1%.
