Fountain Maintenance and Repair

Hillsborough County is soliciting competitive sealed bids for a five-year contract to provide comprehensive maintenance and repair services for four outdoor water fountains located throughout the county, with an estimated project value of $413,552.50. The solicitation, numbered ITB-26-00283, was posted on June 1, 2026, and bids are due by June 19, 2026, at 2:00 PM Eastern Time, with submission required exclusively through the County’s Electronic Bidding System, Euna Procurement. The successful bidder will be selected based on being the lowest, responsive, and responsible offer that fully complies with all specifications, and must submit bids for all line items to remain eligible. The scope includes regular service visits involving pump pit cleaning, water quality and chemical balancing, mechanical and chemical cleaning of system components, and standard repairs such as pump replacement, lighting, plumbing, and control system diagnostics. Additional work includes structural repairs to basins and coping, surface refinishing, and system modernization, all of which require prior written County approval. The Contractor must maintain a monthly visitation log, submit updated maintenance schedules by the first day of each month, and provide updated asset records, warranty documentation, and as-built drawings when applicable. All work must comply with federal, state, and local codes, including Florida Statutes Chapter 403.021 for environmental discharge and the Americans with Disabilities Act and Section 504 of the Rehabilitation Act for accessibility. The County requires detailed insurance coverage including general liability with additional insured status for the County, directors and officers liability of at least $1 million per claim, and motor carrier cargo liability of at least $1 million per occurrence; a Certificate of Insurance must be received prior to any work commencement. A $10,000 allowance is included for permits, parts, and equipment, but all expenditures under this allowance must be pre-approved and deemed fair and reasonable. The Contractor must be properly licensed, comply with E-Verify and the IMAGE Program, and may receive award preference if certified under Florida’s Drug-Free Workplace Program.
