Four (4) each Genomic Sequencing Systems

The FDA is procuring four Illumina MiSeq i100 Plus genomic sequencing systems, along with the DRAGEN Bio-IT secondary analysis platform or acceptable equivalents, to replace aging sequencers within its Human Foods Program. This acquisition is strictly restricted to brand name or equal systems to ensure continuity of established sequencing methods, proprietary flow cells, reagents, software licenses, and manufacturer-supported components critical for mission-critical food safety surveillance, regulatory compliance, and genomic application development. The systems must be delivered unopened with on-site installation at four specified locations—CPK1 in College Park, MD; MOD1 in Laurel, MD; Moffett in Bedford Park, IL; and the FDA Gulf Coast Seafood Lab in Dauphin Island, AL—within six weeks of award. Each system must include an embedded touchscreen monitor, on-instrument computer with integrated control software, pre-installed DRAGEN Bio-IT pipelines, initial reagent kits for verification, and a 12-month comprehensive warranty that commences upon Government acceptance. In addition to delivery and installation, the contractor must provide four in-person system verification and researcher training sessions per site, documented and completed at each location. All hardware, firmware, and software must comply with FDA and HHS information security standards, and contractor personnel entering FDA facilities must undergo background investigations, sign non-disclosure agreements, and be escorted at all times. No Personally Identifiable Information will be processed by the equipment. The contract includes four optional one-year periods for preventative maintenance services, with a maximum total duration of five years including the base warranty. This is a Lowest Price Technically Acceptable procurement, where offers must meet all salient technical requirements to be considered, and award will be made to the lowest-priced technically acceptable offeror. Compliance with Buy American and Trade Agreements clauses is required, and offerors must submit their Unique Entity Identifier, active SAM.gov registration, country of origin for items, and confirm adherence to required FAR representations and certifications. All invoices must be submitted electronically through the Treasury’s Invoice Processing Platform, accompanied by a detailed invoice log addendum, and payment is contingent upon Government acceptance of delivered items and certification that services conform to technical requirements.
