The Federal Bureau of Prisons at the Federal Prison Camp in Yankton, South Dakota, issued solicitation RFQP04161700009 for the acquisition of various subsistence products, including meats, vegetables, and pantry staples. The government intended to make multiple fixed price awards to bidders offering the lowest prices who conformed to all requirements, including National Specifications for food and specific packaging mandates, such as bulk dry goods being limited to 50lb bags or smaller. Successful vendors were required to be registered in the SAM database and provide a DUNS number. Deliveries were scheduled for specific morning and afternoon windows, excluding federal holidays, with a strict requirement that deliveries be completed within four weeks of the award or by October 31, 2017, to avoid cancellation. Non-conforming items were subject to refusal and return at the vendor's expense. The procurement process was managed by Contract Specialist Gregory D. Visser, with the final response deadline set for September 19, 2017.
