Federal Prison Industries, Inc. (FPI) issued a notice on January 9, 2009, indicating its intent to manufacture boxer shorts for the Federal Bureau of Prisons. These boxer shorts fall under the Federal Supply Classification (FSC) code 8420, which covers men's underwear and nightwear. Since FPI already produces related items such as brown undershirts within the same FSC code and shorts/trunks under a different FSC code (8415), this addition was not considered a new product line for the organization. The NAICS codes relevant to this production are 315211 and 315221, and FPI confirmed its current manufacturing activities within these classifications, supporting continuity in its product offerings. No objections or comments were received during the 21-day comment period following the notice posting, which further solidified the classification of boxer shorts under FSC 8420 without designating them as new products. FPI remains open to inquiries from interested parties, who may address concerns directly to the Chief of Strategic Business Development and Marketing at their Washington, D.C. office. The solicitation, referenced under number SBDM-03-2009 and associated with NAICS code 315211, was posted on February 27, 2009, under the Department of Justice. The primary contact for this contract is Yvette K Hairston-Mercer, reachable via email or phone for further information.

Full Description

On January 9, 2009, Federal Prison Industries, Inc. (FPI) posted a "good faith" notice in the Federal Business Opportunities (FedBizOpps). In this notice, FPI proposed to manufacture boxer shorts for the Federal Bureau of Prisons. Boxer shorts are classified under FSC 8420, Underwear and Nightwear, Men's. At this time, UNICOR produces brown undershirts under FSC 8420. FPI also produces shorts and trunks, under FSC 8415, Clothing, Special Purpose. The NAICS code for boxer shorts can be either 315211, men's & boys' cut and sew apparel contractors or 315221, men's & boys' cut and sew underwear and nightwear manufacturing. FPI currently manufactures products in those NAICS codes. Therefore, FPI did not consider this to be a "new product." FPI received no comments from any interested party regarding this proposed production, within the 21 days allowed as stated in the January 9, 2009 FedBizOpps notice. Therefore, boxer shorts will be classified in FSC 8420, Underwear and Nightwear, Men's and will not be considered a "new product" for FPI. Interested parties have a right to raise questions at any time with FPI's Board of Directors. Any correspondence should be addressed to: Chief, Strategic Business Development and Marketing, Federal Prison Industries, Inc., 320 First Street, NW, Washington, D.C. 20534. Attention: SBDM Branch.
