AI Contract Overview
The Billings Area Indian Health Service intends to award a commercial, sole source contract under FAR 6.103-1 to Ostlund’s Fire Protection for fire alarm and sprinkler system preventive maintenance services at the Fort Peck Service Unit in Poplar and Wolf Point, Montana. This action is justified due to market research confirming Ostlund’s Fire Protection as the only responsible source capable of meeting the agency’s requirements in the area, with no other suppliers able to fulfill the necessary scope. The solicitation number is 75H70926BAO_051, posted on May 26, 2026, with a response deadline of June 2, 2026, under NAICS code 922160 and no set-aside provisions. The contract requires comprehensive testing and inspection of fire alarm systems in clinical facilities per NFPA 72, 2010 Edition, including quarterly and annual inspections—where annual tasks are completed quarterly—with a minimum of four site visits and detailed written reports for every device tested, delivered electronically in PDF and via hard copy. For fire suppression systems in Quarters 108 and 109, services must comply with NFPA 25, involving quarterly, annual, and five-year maintenance cycles with visits spaced between 80 and 100 days apart; the contractor may consolidate the five-year, annual, and one quarterly inspection into a single visit. All deficiencies must be documented and reported directly to the facility engineer, and work must be scheduled to avoid disrupting patient care, staff operations, or tenants during normal hours. Access is prohibited on federal holidays. The contractor must have at least five years of experience in fire detection or suppression system installation and maintenance. No pricing details or contract value are specified in the notice, and the government has not issued a solicitation for competitive bids, though non-responsible firms may respond within seven days of the notice’s publication for consideration in future competitive procurement decisions.
