The St. Paul District of the Corps of Engineers requires a certified laboratory to perform chemical and physical analyses on sediment samples collected from a dredged material placement site in pool 4 of the Mississippi River. The primary objective of this testing is to evaluate the suitability of these natural sands for use as proppants, adhering to International Organization for Standards guidelines and current oil and gas industry engineering practices. All reporting and sampling procedures must comply with API 19C. The scope of work involves processing 20 initial samples collected by district staff to create five composite samples, which are further divided into five specific size cuts. The contractor will perform washing, percent loss, and gradation data collection. Initial analysis will be conducted on three of the five composite samples, focusing on sieve analysis, bulk density, K-value crush tests, acid solubility, and roundness and sphericity. Testing on the final two composite samples is contingent upon the initial results and requires formal approval from the St. Paul District.

Full Description

The St. Paul District, Corps of Engineers (CE-MVP), requires the services of a laboratory, certified for the parameters requested, to conduct chemical and physical analysis of sediment samples collected by St. Paul District personnel from dredged material placement site in pool 4 of the Mississippi River. The testing and analysis will be used to determine the suitability of the samples as proppants. Number and Types of Samples The testing required will follow the step-wise testing requirements published by the International Organization for Standards (ISO) and current oil and gas industry engineering practice for the testing and evaluation of natural sands as proppants. 20 samples will be collected by St. Paul District staff from near the surface and the locations of the samples will be logged using GPS coordinates. The Contractor's lab will wash the samples and collect percent loss and gradation data using a typical sieve stack ending at 200. The 20 samples collected will then be used to build 5 composite samples. These samples will be used to create five cuts for each composite sample. The cuts created will be a 20_40 cut, 30_50 cut, 40_70 cut, 50/140 and a 70_140 cut. Initially, only three of the five composite samples will be analyzed for the following tests: Sieve Analysis, Bulk Density, K-Value (crush test), Acid Solubility, and Roundness & Sphericity (w/clusters). The remaining two composite samples may be analyzed depending on the results of the first 3. Approval by the St. Paul District Corps of Engineers will be required before testing the remaining two composite samples. All reporting and sampling procedures should follow API 19C.

These units are required for critical operations on the Dredge Goetz, including the cutter head, main pump motors, ladder, swing, spud, and carriage drives. To ensure system compatibility and prevent unacceptable downtime, the government has issued a brand name justification limiting competition to ABB brand spares. The requirement consists of four line items: one 690V Drive Module (430A), one 500V Wall-Mounted Drive (302A), one 500V Wall-Mounted Drive (124A), and two 690V Drive Modules (721A), all featuring specific factory-installed plus-codes and technical specifications. The contract will be awarded as a single firm-fixed-price agreement to the responsible offeror providing the most advantageous price. All equipment must be 100 percent factory-new, meeting IEEE, UL, and CE standards, and must include a minimum 12-month warranty from commissioning or 18 months from delivery. Deliverables include a technical data package and a Certificate of Conformance. Items must be crated per ASTM industrial standards, moisture-barrier wrapped, and marked with permanent OEM nameplates and DoD unique identification per MIL-STD-130. Delivery is required by February 26, 2027, to the Civil Works Service Base in Fountain City, Wisconsin, with shipping costs included in the CLIN pricing.
