Framework Agreement for the provision of Asbestos Surveys and Air Monitoring Services

Staffordshire County Council is establishing a Framework Agreement for the provision of asbestos surveys and air monitoring services, with an estimated total value of 1,600,000 GBP excluding VAT. The scope of work includes refurbishment, demolition, and management asbestos surveys, as well as air monitoring for emergency responses, four-stage clearance testing, and ad-hoc bulk sampling. The framework is divided into two lots: Lot 1 serves Staffordshire County Council and its partners with an estimated value of 600,000 GBP, and Lot 2 serves Cannock Chase District Council Housing Stock with an estimated value of 1,000,000 GBP. The initial period of performance is estimated from 1 April 2027 to 31 March 2029, with a potential extension through 31 March 2031. The procurement follows a competitive flexible procedure in two stages, where the six highest scoring submissions per lot will be shortlisted for the Invitation to Tender stage, ultimately awarding three suppliers per lot based on a 100 percent quality weighting. Strict accreditation standards are required, including UKAS accreditation to ISO/IEC 17020 for survey and reinspection activities and ISO/IEC 17025 for laboratory services such as bulk identification and fibre counting. Additionally, providers must support service transition activities at no extra cost in the event of local government reorganisation. All bids must be submitted via the Proactis e-tendering system by the deadline of 24 November 2026.
