Freetown NOB, Rec Center, and CAC Roof Replacement

The U.S. Department of State, through its Acquisitions - Aqm Momentum office, is initiating a presolicitation for the roof replacement of the New Office Building, Recreation Center, and Compound Access Center at the American Embassy in Freetown, Sierra Leone. This effort, identified by solicitation number 19AQMM26R0332 and classified under NAICS code 238160, is designated as a Total Small Business Set-Aside in accordance with FAR 19.5, restricting eligibility exclusively to small businesses. The scope of work requires complete removal and disposal of existing roofing systems, flashings, and insulation down to the structural concrete deck, followed by installation of a hot rubberized asphalt membrane, new base and counter flashings, XPS insulation, filter fabric, protection and drainage courses, and concrete pavers configured in a PMR setup. Additional tasks include lowering roof drains, scuppers, conductor heads, and downspouts to accommodate new membrane levels; temporarily disconnecting, rerouting, and reinstalling conduits, lightning protection systems, and piping; removing abandoned penetrations and equipment; and painting ferrous metal components such as drain strainers and pipes. The place of performance is confirmed as Freetown, Western Area, Sierra Leone, with all work to be conducted on-site. Although the response deadline is set for July 23, 2026, this notice is strictly a presolicitation and the government is not currently accepting questions, quotes, or proposals. Contract value remains TBD, and detailed administrative, evaluation, inspection, and submission requirements will be provided in the subsequent solicitation document.
