San Luis Obispo (SBP) ATCT Roof Replacement

The Federal Aviation Administration is seeking a qualified small business contractor to replace the roof at the San Luis Obispo Airport Traffic Control Tower in California under a total small business set-aside solicitation numbered 697DCK-26-R-00345. The requirement is for a firm fixed price, one-job lump sum contract with a performance period of 30 calendar days after issuance of the Notice to Proceed. All work must be performed at the designated location, 925 Airport Drive, San Luis Obispo, California, and includes removal and disposal of the existing 361 square foot roof system, installation of a new thermoplastic polyolefin (TPO) roofing system per Section 07 54 23, replacement of all roof drains and grounding counterpoise, installation of a galvanized roof hatch guardrail with self-closing gate, and compliance with OSHA 29 CFR Part 1926 safety standards. The contractor must furnish all labor, materials, equipment, supervision, permits, licenses, insurance, and transportation necessary to complete the project as specified in the attached Statement of Work and drawings. The solicitation is restricted to small businesses under NAICS code 238160 with a size standard of $19 million, and only proposals from responsibly qualified small businesses will be considered. Offerors must submit a complete proposal via email to Erin Crabtree at Erin.M.Crabtree@faa.gov no later than July 17, 2026, and include all required documentation such as the signed solicitation form, comprehensive price proposal detailing labor unit rates, materials, equipment, overhead, profit, and supervision, a technical narrative demonstrating understanding of specifications, a detailed project schedule, a certificate of liability, and a performance bond if the proposal exceeds $250,000. The proposal must also include at least two recent and relevant past performance records rated at or above “Satisfactory,” completed Section K representations including SAM registration with a valid UEI, and certification of compliance with all contract clauses. The evaluation will follow a lowest price technically acceptable methodology, requiring all proposals to achieve an “Acceptable” rating in offer documentation, technical capability, and past performance. Contractors must adhere to strict packaging and marking requirements for roofing materials, provide Safety Data Sheets with shipments, submit invoices exclusively through the Delphi EInvoicing portal authenticated via login.gov, and comply with FAA security protocols including background checks, access controls for
