Freeway Service Patrol Services

The Orange County Transportation Authority is soliciting proposals for Freeway Service Patrol services to mitigate traffic congestion by providing timely assistance to disabled vehicles and clearing debris across State Route 91, State Route 22, and Interstate 405. The project has a total budget of 54,303,124 dollars for a six-year term, with services scheduled to run from October 3, 2027, through October 1, 2033. The selected contractor will be paid a firm-fixed rate per vehicle service hour and is responsible for providing all tow trucks, personnel, uniforms, tools, and fuel. Eligible contractors must have operated a towing business in California for at least three years and maintain a local office near their assigned service area. Contractors must adhere to strict vehicle identification standards, including white paint, specific FSP logo placement, and mirror-image lettering for rearview visibility. Operational compliance is monitored by the Authority and the California Highway Patrol, with mandatory annual vehicle inspections and required IDT classroom instruction for key personnel. Proposals are evaluated based on firm qualifications, staffing and organization, the proposed work plan, and cost, with each category weighted between 20 and 30 percent. Submissions must be made electronically via the OpenGov Procurement portal by October 27, 2026, and must include a price summary sheet and certifications regarding criminal convictions and past program status.
