FSCP Electrical Services

The Portland Public Schools Purchasing and Contracting Department is soliciting proposals for a Flexible Services Contractor Pool for Electrical Services under RFP No. 2026-045. This price agreement establishes a pool of qualified contractors to provide high and low voltage electrical services across approximately 100 facilities in the Portland Metropolitan area. The scope includes the installation, demolition, and modification of lighting, power, security, and audio/visual systems, with a requirement for 24/7 emergency response. Each contract will have a three-year term with an anticipated start date of January 27, 2027. Work is authorized on an as-needed basis through individual Work Authorizations, which will define specific statements of work, deliverables, and compensation. Qualified proposers must hold a valid construction contractor's license under ORS 701.026 and comply with OR-OSHA safety standards, including specific regulations for lead-based paint and asbestos. The contract requires the payment of prevailing wages and adherence to District standard construction provisions. Award decisions are based on a written evaluation of experience, qualifications, and a fee schedule weighted toward rates for foremen, journeymen, and apprentices. Selected contractors must provide performance and payment bonds from a surety with an A.M. Best rating of A or better and ensure all personnel undergo fingerprint-based criminal history verification. Payments are processed monthly with a 5% retainage and are due within 15 to 30 days of approval.
