The FTW506 Life Safety Repairs project at Fort Wainwright, Alaska, is a total small business set-aside design-build effort focused on critical electrical and life safety system upgrades. The contract involves installing power infrastructure southeast of Hangar 1 to support the Black Hawk Aircrew Trainer and Transportable Flight Procedure Simulator, requiring specific electrical service connections. The scope includes connecting simulators to the fire alarm system, converting bay areas to a wet pipe sprinkler system, addressing egress and emergency lighting deficiencies, and installing expanded metal mesh to update a prefab arms vault to meet regulatory requirements. As the building is historic, coordination with the State Historic Preservation Office is necessary to comply with relevant laws. The project’s construction budget is capped at $18 million, with a performance period of approximately 600 calendar days starting around November 5, 2026. The procurement will follow a lowest-price technically acceptable selection process, considering both pricing and qualitative factors. Offerors must be registered in the System for Award Management (SAM) and submit proposals electronically through the PIEE Solicitation Module, with the solicitation expected to be available for download by mid-May 2026. The evaluation will be conducted in two phases focusing initially on past performance and technical approach, followed by design and construction approach, schedule, and price. The contract falls under NAICS code 238210, targeting electrical contractors and wiring installation services, and is overseen by the Department of Defense’s W2SN Endist Alaska office. The Davis-Bacon Act applies to the project, ensuring labor standards are maintained. Point of contact information for inquiries is provided to assist interested small businesses in preparing their proposals.
