Full Description
The Government intends to award a firm-fixed-price contract from this solicitation for JA‑1 aviation turbine fuel with additives. The Government reserves the right to cancel this solicitation, either before or after the closing date. In the event the Government cancels this solicitation, the Government has no obligation to reimburse an offeror for any costs. The Government reserves the right to make one or more awards for this BPA from the solicitation.
Solicitation number FA523426Q0015 is issued as a request for quotation for Fuel Requirement for Saipan. Supplier shall provide all supplies and services in the performance of this contract. The delivery period is from 18 June 2026 to 15 July 2026. All work shall be in accordance with applicable local, federal, and Department of War environmental regulations.

Evaluation of Offers:
The evaluation for this acquisition will be solely based on best value of items and services that are found to be technically acceptable. Best value means the expected outcome of an acquisition that, in the Government's estimation, provides the greatest overall benefit in response to the requirement. In this case, evaluation will consider availability of items/service, technical in accordance with the description in CLIN 0001, and price. Offerors must submit sufficient descriptive data to validate each item/service proposed. By signing its offer, the offeror certifies that each price stated on each CLIN in includes an appropriate apportionment of all costs.
As prescribed in FAR 32.706-1(a), the standard language inserted into contracts reads as follows:
"Funds are not presently available for this contract. The Government's obligation under this contract is contingent upon the availability of appropriated funds from which payment for contract purposes can be made. No legal liability on the part of the Government for any payment may arise until funds are made available to the Contracting Officer for this contract and until the Contractor receives notice of such availability, to be confirmed in writing by the Contracting Officer."
