DLA Energy is soliciting a requirements contract for the acquisition and delivery of Jet A-1 aviation turbine fuel to be delivered to Mihail Kogălniceanu AB and Bucharest (LROP) Otopeni in Romania, as well as the Graf Ignatievo Air Base. The contract utilizes fixed-price with economic price adjustment pricing and is awarded on an all-or-none competitive basis to the lowest price technically acceptable offeror, with past performance serving as a key evaluation factor. The base period of performance runs from October 1, 2026, to September 30, 2027, with an optional six-month extension through February 28, 2028. Deliveries are required on demand, 24 hours a day, 7 days a week, and must be shipped via 30,000L tank trucks under FOB destination terms. Offerors must be registered in the System for Award Management and capable of interfacing with the DLA Internet Bid Board System. Proposals must be submitted in English with pricing in US Dollars per US Gallon and include a valid Certificate of Analysis conforming to ASTM D1655/Def Stan 91-091, dated within 90 days of the solicitation. A fuel source statement on company letterhead detailing refining origin and distribution hubs is also required. Payment will be processed electronically through the Wide Area WorkFlow system via the DFAS Columbus Center. The solicitation incorporates various FAR and DFARS clauses, including requirements for safeguarding covered defense information and the HUBZone price evaluation preference.
