This is a combined synopsis/solicitation for commercial services prepared in accordance with FAR 12.6 and FAR Part 13.  This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued.


ASRC Federal Gulf State Constructors, LLC (AFGSC), the Prime Contractor acting on behalf of the Government, is soliciting firm-fixed-price (FFP) quotes to provide and install 3 large ceiling fans located at the Fitness and Sports Center, Building 316 located at Vance AFB, Enid, OK.  Work shall be performed in accordance with the attached Statement of Work (SOW) with the detailed description of the fans listed below.


Basis for Award:


AFGSC intends to award a single Firm-Fixed-Price (FFP) contract resulting from this solicitation to the responsible offeror whose quote is Lowest Price Technically Acceptable (LPTA).


Award is contingent upon quotes falling within the Government's available funding threshold.  If no technically acceptable quote is received within available funds, the solicitation may be canceled without award.  Both AFGSC and the Government reserve the right to cancel the solicitation if quotes exceed available funds.


Description of Requirement:


AFGSC, Vance AFB requires a contractor to provide all labor, tools, equipment, materials, and supervision necessary to install three (3) large ceiling fans.


Fans will need to be:


 Three (3) EA Essence Fan Kit, Wired, Black/Silver, 10ft, 100-125V, 1 Phase, Black heat sink or Equal.


• Mount Kit, 8 ft extension tube with guy wires, I-Beam Adapter,


• 4 ft extension tube with guy wires


• Installation Adder:  High-lift for ceiling heights of 30-45 feet.


Bids Due:


Offerors may email quotes to Betty Kliewer at betty.kliewer.ctr@us.af.mil, no later than July 01, 2026 at 11:00 AM CST.  No late bids will be considered or accepted.


A Q&A form is attached and MUST be used for all questions pertaining to this notice.  Forms can be emailed to betty.kliewer.ctr@us.af.mil.


Base Access Notice:


All contractors and subcontractors MUST have either a REAL ID-compliant driver's license or U.S. Passport.


Non-U.S. citizens MUST bring: Passport, visa, work permit, or I-94 documentation. 


Failure to provide proper identification will result in denial of base access.


All individuals performing services on base "must comply"  with all Vance AFB rules and regulations while on base.


All vendors must be registered and active in the System for Award Management (SAM) at the time of quote submission.  Quotes submitted by vendors who are not active in SAM cannot be considered for award.
