FULL AND OPEN - OCAO IHS CHEMISTRY ANALYZER COST PER TEST REQUIREMENT

The Indian Health Service, through its Oklahoma City Area Office, is seeking a contractor to provide a comprehensive lease solution for clinical chemistry analyzers under solicitation 246-26-P-0010, with a response deadline of May 18, 2026, at 2:30 PM. The contract is a firm-fixed-priced indefinite delivery/indefinite quantity instrument with a base period of one year beginning July 1, 2026, and four option years, potentially extending performance through June 30, 2031, with an additional six-month extension allowable under specific conditions. The analyzers must be deployed across seven IHS facilities in Oklahoma and Kansas, supporting an annual testing volume exceeding 100,000 tests per site, with redundancy to ensure uninterrupted service. The equipment must perform a wide array of clinical assays including HbA1c, Troponin I, TSH, Vitamin D, NT-ProBNP, and COVID testing, utilizing dry slide technology with a throughput of at least 350 tests per hour, bidirectional integration with the RPMS system, and compliance with bloodborne pathogen safety standards. Evaluation will prioritize technical qualifications over pricing and past performance, using an adjectival rating scale for each factor, with award based on trade-off analysis rather than lowest-priced technically acceptable. Technical requirements include on-site installation, calibration, precision and linearity verification, continuous 24/7 technical support with 24-hour response capability, preventative maintenance per manufacturer guidelines, training for laboratory staff, and timely delivery of reagents and supplies within seven days of order. Contractors must provide all associated hardware including computers, printers, and UPS systems. All personnel requiring on-site access must obtain HSPD-12 compliant identification and undergo background checks, be escorted while on federal property, and adhere to a strict smoke-free environment policy.
