The Naval Surface Warfare Center, Panama City Division, is soliciting proposals for Testing and Evaluation (T&E) of three Commercially Available Off-The-Shelf (COTS) Under Breathing Apparatus (UBA) units—specifically the SubGravity XCCR, Poseidon SE7EN, and Scuba Force SF2—to assess electromagnetic interference compliance with MIL-STD-461 and MIL-STD-1399 Section 407 standards. The work will be performed at the NSWC PCD facility in Panama City Beach, Florida, and requires the contractor to develop and submit a detailed Test Plan (CDRL A001) for Government approval, followed by optional testing under either MIL-STD-461 (RE101, RE102, RS101, RS103) resulting in CDRL A002, or MIL-STD-1399 Section 407 resulting in CDRL A003, with Government Furnished Property (CDRL A004) to be handled as specified. Proposals must be submitted via email by the deadline of July 23, 2026, using the format provided in an attached spreadsheet, and must include the vendor’s CAGE code, lead time, and confirmation of WAWF invoicing capability. The Government will evaluate offers based on best value, considering price, delivery, quality, and past performance, without limiting selection to the lowest-priced technically acceptable bid. All contractors must comply with System for Award Management (SAM) maintenance requirements, provide accurate Commercial and Government Entity (CAGE) reporting, and affirm representations regarding prohibited telecommunications equipment, corporate ownership, and cybersecurity safeguards under FAR clauses including 52.204-21, 52.204-24, and 52.204-25. Personnel requiring access to Government facilities must have security clearance eligibility or have submitted an SF-86 for adjudication prior to entry, and all documentation must be properly marked with Controlled Unclassified Information (CUI) labels. Deliveries are subject to FOB Origin and FOB Destination terms per contract clauses, with acceptance occurring at the NSWC PCD facility during business hours, and the Government retains exclusive authority to inspect and accept all deliverables based on MIL-STD compliance and FAR inspection standards.
