The Defense Logistics Agency Troop Support Subsistence Directorate is seeking a Prime Vendor to provide full-line food services to customers in the Los Angeles, San Diego, and Yuma regions, along with other federally funded agencies. The solicitation encompasses the supply of various subsistence items, either from the 8900 Federal Catalog or commercial equivalents, with an estimated total procurement value of approximately $239 million. The contract will span five years, divided into three pricing tiers: the first tier lasting 24 months (which includes up to a 120-day start-up period followed by a 20-month ordering period), a second tier of 12 months, and a final tier of 24 months. This fixed-price contract will allow for economic price adjustments and requires deliveries to begin around 120 days after the contract award. Proposals will be evaluated under a Lowest Price Technically Acceptable methodology, with award to a Prime Vendor capable of meeting the Government’s electronic data interchange requirements and established transaction package interfaces. The acquisition will be conducted under full and open competition, inviting all responsible sources to participate, and deliveries will be on a just-in-time basis to meet customer needs. Interested vendors must carefully prepare proposals, as errors will not be corrected by DLA personnel. The solicitation was scheduled for publication on the DLA Business Systems Modernization website in November 2018, with contracting officers Thomas Haley and Paula Williams serving as points of contact.
