The WR-ALC/PKOB contracting division at Robins AFB, GA, intends to award a sole source commercial bridge contract to General Dynamics Information Technology (GDIT) for Full Scale Lean Implementation. A "bridge" contract is a limited term contract required to continue the above services until a competitive follow-on acquisition can be awarded. Efforts are under way to award a competitive contract for these services. The agency's minimum needs can only be satisfied by the unique services available from GDIT, who possesses unique capabilities demonstrated as follows: GDIT is the only contractor qualified to provide unique Lean services and support for the specified requirements of this interim effort. GDIT's understanding of Air Force depot maintenance operations and supporting processes, as well as their detailed input in the planning, development, and execution of High Velocity Maintenance (HVM) for the Air Force and support of the overall strategic plan for operations, make GDIT the only source for continued support until a competitive contract is awarded. A loss of GDIT expertise or a delay in services with award to another contactor and the anticipated learning curve will, at this time, have a detrimental effect on successful implementation and execution of the Center Strategic Plan. The contractor shall provide all management, labor, personnel, materials, supplies, and supervision necessary to perform the above services in accordance with standards established by the U.S. Department of Defense (DoD), the United Stated Air Force (USAF), and the Air Force Material Command (AFMC), Robins AFB. A firm-fixed price contract for 12 months will be awarded with an option for up to 3 additional months. Performance will be at Robins AFB, GA and various other Sir Force installations. Award will be on or before 31 Dec 2010. Note 22 Applies.
