Fully Automatic AEDs

The U.S. Department of the Navy, through the Strategic Weapons Facility Atlantic (SWFLANT), is soliciting quotes for 30 Fully Automatic Automated External Defibrillators (AEDs) under a combined synopsis/solicitation issued as a Request for Quotation (RFQ) for commercial items in accordance with FAR 12. The procurement is a 100% Small Business Set-Aside, restricted to concerns meeting the NAICS code 334510 size standard of 1,250 employees. The required device is the Physio-Control LIFEPAK CR2, model 99512-001434, which must operate fully automatically—delivering a shock without any rescuer intervention after audio and visual warnings—and must include English voice prompts and visual text. Each unit must be delivered with adult 4-year electrodes, a standard capacity battery, an integrated carrying handle, an operating manual, and a USB cable for direct data download. Integrated Wi-Fi for automated readiness reporting is expressly prohibited. All offerors must be registered in the System for Award Management (SAM), provide their UEI number, CAGE code, and confirm in writing that their quoted product meets all specifications in Section 2.0 of the solicitation. Proposals must be submitted electronically by 9:00 a.m. EDT on May 26, 2026, to the designated point of contact, and must include company name, unit price, total price, and the compliance statement. The award will be made on a Lowest Price Technically Acceptable basis, with full compliance with FAR and DFARS clauses governing commercial procurement, including representations, contract terms, payment by electronic funds transfer, electronic submission of invoices via WAWF, Buy American requirements, trafficking in persons compliance, debarment protections, and Item Unique Identification. Delivery must be completed within 30 days of contract award to SWFLANT at 1150 USS Los Angeles Road, Kings Bay, Georgia 31547, coordinated with the delivery point of contact, Derrick Sinegal.
