These mechanisms should be implemented for the phase-resolving numerical wave-modeling framework (FUNWAVE) and extend the quantification of their erosion effects on adjacent shorelines, especially as it pertains to Sabine-to-Galveston (S2G) project with analysis of potential impacts on hurricane and flood protection systems (HFPS) in Sabine-Neches Waterways (SNWW). In addition, there is a need for better quantification of long-wave modulation harbor modeling, especially in the context of infragravity (IG) waves in Freeport, TX as part of the Sabine-to-Galveston (S2G) Planning-Engineering-and-Design (PED) study. The primary purpose of this performance work statement (PWS) is to supplement COULWAVE modeling for Freeport Sabine-to-Galveston PED coastal hazards wave modeling. These activities and capabilities will add to Coastal & Hydraulics Laboratory's (CHL) expertise in the use of complex physics-based numerical models for the propagation and evolution on nearshore shallow-water waves and related onshore and offshore sediment transport (both non-cohesive and cohesive), which were generated by either local or distant winds/storms, or even large vessels in confined spaces. The improvements in phase-resolving numerical modeling will deliver more robust quantification of coastal erosion/scour by long and energetic breaking waves. These capabilities should be implemented in the currently utilized open source phase-resolving wave model FUNWAVE, to allow for single and nested/moving grid simulations. These capabilities should be verified against existing field data for a cohort events and storms (real and synthetic). 2.0 Background Recently, the USACE-ERDC-CHL began initial work on implementation of non-cohesive sediment formulation for real-time episodic phase-resolving wave events simulated in FUNWAVE. Cohesive sediments, however, play an important role in coastal morphological changes, especially in the mud coast environment. For modeling the cohesive sediment transport, most of the existing numerical models in the literature assume the analogous transport characteristics with that of the coarse sediment and use similar sediment transport formulas or equations used for the coarse sediment to treat the cohesive sediment. The current version of the sediment transport module in FUNWAVE-TVD is such a kind of model, which deals with the transport of sediments with different grain sizes in a non-exclusive manner. However, recent studies show that the cohesive sediment transport processes are more complex, involving flocculation, fluidization, and consolidation, which all affect the bed morphology evolution. In addition, the fluid mud has a considerable effect on wave damping and wave-wave interaction. At the moment, we still lack a robust (to include all wave and sediment components) and computationally efficient numerical model to address the ship wake quantification problem on a long-term operational scale. The quantification of erosion of shorelines and riverbanks due to wind-waves and storm-generated events, as well as ship-generated waves is a ubiquitous concern in coastal waters and navigation channels across the country. This is particularly problematic in shallow coastal waters and regions not exposed to large sea swells or impacts from large wind generated waves. On the vessel side, as a steadily increasing number of crafts is put into service, particularly passenger ferry traffic, more coastal regions are exposed to wash from vessel wakes, causing a growing concern with respect to public safety, potential damage of coastal structures, and the corresponding environmental impacts. Examples of these include the Houston Ship Channel, Eagle Harbor in Washing State, or the Gulf Coast. Careful planning of ship routes, as well as design and construction of hurricane and flood protection systems (HFPS), like those managed by the Galveston District in S2G project is, is vital for sustainable infrastructure design and resilient modifications. In general, shallow-water Boussinesq-type models need improvement in subsequent wave impact quantification on riverine or inland coasts. These would include improvements in estimation techniques of energy transfer from the waves to the shoreline, as these directly impact the amount of shore runup, wave breaking, and ultimately the shoreline erosion. In addition, improvements in cross-shore sediment transport predictions (for both sandy non-cohesive beds and muddy cohesive ones) are needed due to incomplete representation of bed velocities stemming from the lack of vertical variability in the undertow of the velocity profile. The Coastal and Hydraulics Laboratory (CHL) of the U.S. Army Engineer Research and Development Center (ERDC) is currently engaged in the Sabine Pass to Galveston Bay (S2G) Preconstruction, Engineering and Design (PED) Study. The objective of this PWS is also to provide the Velasco Drainage District (VDD) with results of a levee overtopping study. The informed reports should cover numerical model background, simulation setup, and results; in particular, information should include runup and overtopping estimates due to both the offshore waves (simulated through two-horizontal-dimension simulations) and when combined with local wind-generated waves. 3.0 Project POCs Matt Malej, Technical POC, ERDC-CHL

contact@example.gov +1 (555) 000-0000 x228 4.0 Task Descriptions The contractor shall provide R&D open-source code/software (FUNWAVE-TVD) enhancements and specifically those of undertow mechanism and cohesive sediment formulation and implementation, along with validation and verification (V&V) studies and usability guidance. The objectives should include 1) implementing the roller model and breaking-induced undertow currents, which can accurately represent velocity profiles for calculation of cohesive sediment transport; 2) using the existing the solvers add and calibrate new model parameters for modeling cohesive sediment transport and its contribution to morphological changes. These are to be implemented with modern programming paradigms to make use of distributed High Performance Computing (HPC) with Message Passing Interface (MPI) library. The modules need to be validated against existing test cases and site-specific field measurements, as well as previous numerical modeling work. To model these processes, wave evolution through wave-wave and wave-current interactions, wave energy dissipation due to breaking, offshore sediment transport by undertow, and onshore sediment transport due to shoreward velocity skewness, as well as bed-level change should be accurately accounted for. These effects need to be better quantified in the field, combining both in-situ and satellite imagery with tracking. Guidance of potential scour/erosion is critical for providing continuity and resilience of various hurricane and flood protection systems, especially as they pertain to heavy industrial traffic found in Sabine-Neches Waterway (SNWW). In addition, the Boussinesq model, FUNWAVE, should be used to simulate wave runup and overtopping on a number of levees in the VDD in Freeport, TX for design storm scenarios. The work should be compared with the COULWAVE modeling group led by Dr. Patrick Lynett from the University of Southern California. FUNWAVE should use the same grid configurations as used in COULWAVE. The study area will ultimately be divided into four computational areas, and the 100-year storm conditions should be simulated in each of them. Wave runup and overtopping resulting from the design storm surge level and wave conditions are to be computed in discrete locations around the levee perimeters. Finally, the Contractor shall provide written guidance (e.g., Technical Notes, Technical Report, Journal Publications) on usability and applicability guidance of the new cohesive sediment transport and undertow generation mechanism in FUNWAVE-TVD. Bi-weekly project update calls and emails are requested, along with monthly progress reports in PDF electronic format. The technology transfer in the form of a hands-on workshop delivered at the USACE Galveston District should be the final focal point of the contract, as it relates to FUNWAVE simulations of the HFPS in Freeport, TX. 5.0 Schedule Work activities performed under this Task Order will be completed no later than 6 months from award of contract, with funding expiring 30 Sep 2019. In accordance with the specifications provided, award shall be made to the responsible offeror whose quote is determined to be the Lowest Price Technically Acceptable.
