Amendment #2: Attached Q-A1 through Q-A6 and Insurance Provisions.


Amendment #1: Add site visit attendee list


Notice to Offerors/Suppliers: Funds are not presently available for this effort. No award will be made under this solicitation until funds are available. ASRC Federal Gulf State Constructors, LLC (AFGSC), the Prime BOS Contractor,  and/or the Government reserves the right to cancel this solicitation, at any time, either before or after the closing date. In the event that AFGSC or the Government cancels this solicitation, neither AFGSC nor the Government has any obligations to reimburse an offeror for any costs.


It is the sole responsibility of all offerors to frequently check this posting for updates, amendments, Q&A responses, or changes.  Failure to acknowledge and comply with posted amendments may result in a quote being deemed non-responsive.


AFGSC, the Prime Contractor, is issuing this firm-fixed-price competitive subcontracting solicitation for construction services to furnish and install 158 prefabricated storm shelters at Capehart Housing - Project ID FP-1024718.


The Contractor shall furnish all personnel, labor, equipment, supplies, tools, materials, and other items and services necessary to perform all operations required to complete all requirements listed  in the attached Statement of Work (SoW).


Place of Performance:


Capehart Housing, Vance Air Force Base, Enid, Oklahoma, Address listed in SOW Appendix D.


Instructions to Offerors: 


Offerors must submit the following:


The Bid Form contained in Appendix B of the SOW must be completed in full.


Also include:


• Technical Specifications: to include documentation outlining the technical details of the product(s) or services offered.  Include product specifications and compliance information related to storm shelter design, installation, earthwork, restoration, materials, and standards cited in SOW.


• Labor and Material Breakdown:  Provide a detailed, itemized breakdown of all labor and material costs associated with the project. Costs must clearly align with the Bid Form pricing structure.


• Qualifications and Experience:  Submit a statement of the offeror's qualifications demonstrating their capability to perform the work. This may include:


• Relevant construction experience.


• Certifications


• Past performance references


• Superintendent and QC resumes (as required in SOW Section 1.09)


The completed bids must be emailed to Betty Kliewer; betty.kliewer.ctr@us.af.mil by September 02, 2026 NLT 11:00 CST.  No late offers will be considered or accepted after the deadline.  Bases for award will be Low Price/Technically Acceptable (LPTA).


Quote Validity (Mandatory)


Quotes must remain valid for 180 days after the solicitation close date of September 02, 2026.  This extended validity period ensures the strongest opportunity for securing funding and  continuity of the procurement process.


Magnitude of Construction:


The statement of magnitude for this acquisition is $1,000,000.00 to $5,000,000.00, IAW FAR 36.204(f). The contractor shall comply with all local, state and federal EPA guidelines and regulations during the performance.


In accordance with Department of Defence (DoD) policy, all contractors must be registered and active  in System for Award Management (SAM) to be eligible for subcontract award.  Businesses who submit proposals without valid SAM registration will be deemed unacceptable.

There is a Q&A sheet attached and must be used to submit any questions.  Questions are due COB August 18, 2026.  Answers will be posted via Amendment 2 to 5 business days after the questions period closes.  Submit questions to: :  Shannon Perry; shannon.perry.1.ctr@us.af.mil.


Site Visit and Arrival Instructions: 


A site visit is scheduled for August 4, 2026 at 9:00 AM CST  . Vendor attendance is strongly encouraged. A list of attendees is recommened at least 48 hours prior to visit and emailed to: Shannon Perry; shannon.perry.1.ctr@us.af.mil.


All attendees must report to the Visitor Center, Building 72 to be sponsored on base (the first building on the right after entering through the first gate) 45-60 minutes prior to site visit time to be sponsored onto the installation.  Your sponsor is Betty Kliewer, cell number 580-749-1790, please use this number for site visits/sponsorship coordination only.  All other corespondence should be directed using the contact information provided below.


After sponsorship, proceed to  400 Young Rd, Building 200 where a base-provided bus will transport all visitors to the project site(s), (bus transport is encouraged).


Required Identification for Base Access:


You MUST have one of the following:


• REAL ID-compliant driver's license: (This is a requirement to drive on base).


• U.S. Passport


• Non-U.S. Citizens: Passport, visa, work permit, or I-94 documentation.


• Must have vehicle registration and current vehicle insurance. (This is a requirement to drive on base).


Failure to provide proper identification will result in denial of base access.


All attendees must comply with all Vance AFB rules and regulations.
