This solicitation, issued by the DLA Land and Maritime Nuclear Reactor Program under contract number SPE7M2-26-T-6937, is a request for quotations for 587 cartridge fuses, identified as a commercial item under NSN 5920-00-919-8121. The procurement is a fixed-price acquisition requiring delivery to DLA Distribution Warner Robins, GA, with an estimated delivery timeline of 117 days and an FOB origin term. The contract incorporates various technical and quality requirements from the DLA Master List and mandates strict adherence to packaging standards under MIL-STD-2073-1E and marking requirements per MIL-STD-129. Quality assurance is governed by specific sampling methods, including MIL-STD-1916 or ASQ H1331, with strict attribute verification levels and a requirement for zero non-conformances in sample lots. Significant compliance mandates are included regarding material safety and domestic sourcing. The contract prohibits the intentional addition of mercury or mercury-containing compounds, except for specific functional uses, and strictly forbids the use of Class I ozone-depleting substances without written approval. Offerors must comply with the Buy American Act, the Berry Amendment, and other domestic sourcing regulations, providing disclosure for any non-domestic materials. Additionally, the government explicitly prohibits the use of additive manufacturing for these items unless specifically authorized, and offers utilizing such processes will be deemed ineligible. Administrative requirements include the use of the Wide Area Workflow (WAWF) system for electronic invoicing and payment, alongside strict adherence to cybersecurity and hazardous material labeling standards.
