Sealed bids will be received online via the PennBid Program (https://pennbid.bonfirehub.com) by Hoffman Homes for Youth, Adams County, Pennsylvania, until 10:00 a.m., Friday, June 19, 2026, for the following:
Contract No. 1 – FY 2022 CDBG Security Fence Installation: Work includes the installation of a new 7’ security fence.
Contract No. 2 – Access Gate and Electrical Installation: Work includes the installation of access gates, including security access and entrance features.
The bids will be publicly opened and read electronically, via PennBid’s website, at 10:00 a.m. (prevailing time), same date.

NOTE: The Hoffman Homes for Youth has authorized C.S. Davidson, Inc., to act on their behalf by opening bids.
A bid bond by acceptable surety or a certified check made payable to Hoffman Homes for Youth in the amount of 10% of the maximum bid must be provided by each bidder with their bid.
Each bidder must be prepared to submit evidence of his qualifications to perform the work.
Notice is hereby given to bidders that Contract No. 1 of this project is funded by the U.S. Department of Housing and Urban Development and is subject to the Davis-Bacon Act of March 3, 1931, as amended, and wages must be paid by contractors according to the U.S. Labor Department's Wage Decision included in the specifications; provisions of Section 3 of the Housing Act of 1968; and the President's Executive Order 11246 or any other order which prohibits discrimination in employment. In addition to the Equal Employment requirements of Executive Order 11246 regarding discrimination, the CONTRACTOR must establish a 6.9% goal for female participation and a 2.2% goal for minority participation in his/her aggregate on-site construction workforce for contracts in excess of $10,000.
Notice is hereby given to bidders that Contract No. 2 of this project is NOT funded by the U.S. Department of Housing and Urban Development, and is NOT subject to the U.S. Labor Department’s Wage Decision and all associated forms and bidding qualifications; this contract is NOT subject to the provisions of the Pennsylvania Prevailing Wage Act approved August 15, 1961 (Act No. 442, P.L. 987), as amended.
The Contract Time for Contract No. 1 is sixty (60) calendar days. The Contract Time for Contract No. 2 is sixty (60) calendar days.
