MAA-CO-26-019 North Cargo Pavement Rehabilitation - Phases 1 & 2 at BWI Marshall Airport

The North Cargo Pavement Rehabilitation – Phases 1 & 2 project at Baltimore/Washington International Thurgood Marshall Airport is a comprehensive pavement reconstruction and rehabilitation effort under Contract No. MAA-CO-26-019, procured by the Maryland Aviation Administration through an Invitation for Bid process governed by COMAR 21.05.03. The scope includes full-depth removal of bituminous and cement concrete pavements, new construction of both cement and bituminous concrete surfaces, mill and overlay of asphalt, concrete pavement repair, erosion and sediment controls, and new pavement markings. Key work areas involve the reconstruction of Taxi Lane J with alternating concrete and asphalt sections, a mill and overlay on the cargo apron with concrete hard stance under F2 through F5 positions, and joint cleaning and sealing on the FedEx apron. The project is funded through a combination of AIP eligible funding and MAA state funding, with a total estimated contract value of $2,460,000. Bids must be submitted electronically via eMMA by 2:00 PM on May 28, 2026, using only the official forms provided in Volume II of the bid documents, and pricing must be entered into both the provided Excel spreadsheet and the eMMA system, with the Excel sheet taking precedence in case of discrepancies. All bidders are required to comply with federal and state regulations, including Davis-Bacon wage rates, Buy American provisions under 49 USC § 50101, and certification of tax and felony status, with mandatory submission of a Bid/Proposal Affidavit and Affirmation of Non-Debarment. Performance and payment bonds equal to the contract value are required for awarded contractors, as is a full-time quality control manager per MAA Standard Provisions. Although the DBE participation goal is currently set at 0%, all references to DBE goals are void pending UCP recertification under the DOT Interim Final Rule of October 3, 2025. Security guard services are an allowable cost of $750,000, and a partnering allowance of $175,000 is included under state funding. A mandatory site inspection and pre-bid conference are scheduled for April 30, 2026, with RSVP required via Attachment C of Volume II. Award will be made to the lowest responsive bid, and payment will be made via electronic funds transfer upon registration
