FY-27_SCHOOL BUS FLEET WATERLESS CLEANING, DISINFECTING AND EXTERMINATION SERVICES (CBE Contractors only)

The District of Columbia Office of Contracting and Procurement, on behalf of the Office of the State Superintendent of Education Division of Student Transportation, is soliciting proposals for on-site fleet vehicle cleaning and extermination services for up to 650 school buses. This requirement will result in the award of one to three Blanket Purchase Agreements for services performed at four terminals throughout Washington, DC. The scope of work includes waterless exterior cleaning and interior sanitation performed four times per year, with specialty hazardous material cleaning and insect extermination provided on an as-needed basis. The period of performance extends through September 30, 2027. This solicitation is set aside exclusively for Certified Business Enterprises. Contractors must utilize EPA-approved biodegradable detergents and botanical sanitizers, with Category A products requiring certification from Green Seal, EcoLogo, or EPA Design for the Environment. All specialty hazardous cleaning must comply with OSHA 29 CFR 1910.1030 and CDC guidelines. To ensure quality and acceptance, contractors are required to record the BE number of every bus cleaned and provide digital photos of the completed work with their monthly invoices. Compliance with the District of Columbia Human Rights Act and the Buy American Act is mandatory.
