The Naval Air Systems Command plans to award a sole source contract to Thales Missile Electronics Limited for the fiscal years 2013 to 2015 to procure the Multi Application Fuze Initiation System, Crush Switch, engineering support, technical data, attrition, and spares for the Joint Standoff Weapon (JSOW) AGM-154C-1, supporting both Navy and Foreign Military Sales (FMS) requirements. This contract will include both Firm-Fixed-Price and Cost-Plus-Fixed-Fee elements. The acquisition is justified under the statutory authority that only one source, Thales Missile Electronics Limited, is capable of meeting the Government's technical and schedule needs due to their exclusive design, development, and proprietary data rights related to the system components. The contract emphasizes that this is not a competitive solicitation and is based strictly on the sole source authority, with no guarantees of solicitation or award beyond this notification. Subcontracting opportunities may be available through Thales Missile Electronics Limited, located in the United Kingdom. The procurement addresses full rate production requirements for the JSOW system, with the contracting office located at Naval Air Systems Command in Patuxent River, Maryland. Interested parties seeking further information are directed to contact the designated contract specialist, Paijiun M. Belcher, though the government reserves the discretion to not compete this effort or issue a contract.
