The Jet Propulsion Laboratory (JPL), a Federally Funded Research and Development Center managed by Caltech for NASA, is conducting pre-RFI market research to identify qualified small businesses, small business joint ventures, or small business-led teams with expertise in spacecraft electrical power systems (EPS). Under NAICS code 336414, with an SBA size standard of 1,300 employees, JPL is seeking capabilities across the entire EPS lifecycle, including design, development, analysis, integration, testing, and qualification. Specific technical areas of interest include EPS architecture, power electronics, high-voltage solar arrays, energy storage, battery systems, radiation and environmental analysis, and the interaction between power systems and electric propulsion. Interested respondents must submit their company information, socioeconomic classifications, and a capability mapping matrix to the JPL Small Business Programs Office by November 13, 2026. Submissions must include at least three examples of relevant past performance detailing contract values and technical scopes. While JPL hosted informational webinars in September 2026 to address questions, this effort is strictly for market research; there is currently no commitment or guarantee that this process will lead to a formal Request for Information (RFI) or Request for Proposal (RFP).

The Naval Air Systems Command has issued a sole-source award to Raytheon Missile Systems for the FY14 Tomahawk Depot, providing comprehensive management and technical support for the Tomahawk missile system. This acquisition covers a wide array of depot activities, including All-Up-Round demilitarization and cannibalization, unscheduled maintenance for all missile variants, and the repair of components not covered by the Block IV production warranty. Additional requirements encompass the repair of Composite Capsule Launching System Capsules, maintenance of Guidance Test Sets and special tooling, flight abort and failure analysis, simulation software maintenance, and the execution of the Service Life Assessment Program. The contract is justified as a sole-source procurement under FAR 6.302 because Raytheon Missile Systems is the sole manufacturer and possesses the exclusive Level III technical data package and manufacturing documentation. The period of performance for this effort is 12 months, with work performed in Tucson, Arizona. Due to the nature of the Tomahawk missile system, this contract requires access to Military Critical Technical Data, which is export controlled and restricted from foreign sources.
