Modification P00036 to production contract N00019-14-C-0032 was awarded by the Naval Air Systems Command to The Boeing Company for the production of FY15 Lot 39 EA-18G airframes. This award was executed as a Fixed Price Incentive Firm (FPIF) contract, a structure that allows the government to share in any cost underruns. The acquisition was pursued on a sole source basis under the statutory authority of 10 USC 2304 (C)(1) and Federal Acquisition Regulation 6.302-1, as Boeing is the sole designer, developer, manufacturer, and integrator of the F/A-18 E/F and EA-18 G aircraft. The scope of the work includes the delivery of airframes, systems engineering, production management, and related data, with the place of performance located in Saint Louis, Missouri. The justification for the sole source award emphasizes that Boeing possesses the unique knowledge, expertise, facilities, and qualified personnel necessary to complete the effort within the required timeframe without incurring substantial duplication of costs. This authorization for the Lot 39 airframes remained valid through September 30, 2018.

Modification P00036 to production contract N00019-14-C-0032 was awarded as an FPIF contract modification. The acquisition was pursued on a sole source basis under the statutory authority 10 USC 2304 (C)(1) as implemented by Federal Acquisition Regulation (FAR) 6.302-1 "Only one responsible source and no other supplies or services will satisfy agency requirements." The Boeing Company is the sole designer, developer, manufacturer and integrator of the F/A-18 E/F and EA-18 G aircraft and is the only known source with the knowledge, expertise, facilities and qualified personnel necessary to accomplish this effort within the timeframe required. The FPIF contract type allows the Government to share in any cost under runs achieved by the Contractor. Cost history indicates that the prime contractor and its subcontractors have performed consistently under negotiated costs throughout production history.
