The General Services Administration is soliciting proposals under solicitation QMAC-CG-180001-D for the FY19 City Pair Program to provide scheduled certificated U.S. airline passenger transportation services. This Government-wide procurement covers over 12,000 domestic and international airport or city pairs for use by nearly all Federal Agencies. The requirement-type contracts begin October 1, 2018, for a one-year base period, with additional option periods of two months and one month. Eligible air carriers must be approved by the Department of Defense, hold appropriate Federal Aviation Administration certification, and either participate in the Civil Reserve Air Fleet program or possess a Letter of CRAF Technical Ineligibility from the United States Transportation Command. The procurement is divided into three groups of line items, each with specific origin-destination routes, flight counts, and passenger levels. Offerors are required to use the City Pairs Offer Preparation System for submitting and managing their proposals. The solicitation process included a draft RFP, a final RFP issued February 16, 2018, and several amendments that updated route data, submission deadlines, and service definitions regarding regional jets, seat assignments, and last seat availability. While not set aside for small businesses, qualified small concerns under NAICS code 481111 are encouraged to bid. The program also emphasizes strict coordination regarding 48-hour auto-cancellation messaging and requires the submission of subcontracting plans.
