AI Contract Overview
School Administrative Unit 50 is seeking bids for symmetrical Internet access and wide area network services delivered via leased lit fiber. The service will terminate at Greenland Central School, with connectivity extending to Newington Public School, Maude H. Trefethen School, Rye Elementary School, and Rye Junior High School. Bandwidth requirements range from 100Mbps to 400Mbps per location, and bidders must provide pricing in 1Gbps increments. The district is requesting five-year contract options that allow for bandwidth upgrades and must include installation, initial configuration, technical support, and a service level agreement. All proposals must be all-inclusive of special construction and non-recurring costs, with a preference for amortizing non-discounted construction costs over four years. Vendors must possess a valid E-Rate SPIN and current SPAC, and they must certify that no components from FCC-covered companies such as Huawei or ZTE are used. Implementation is contingent upon the availability of local, E-rate, and potentially state matching funds. Proposals must be submitted via email to the designated contacts, and any failure to meet the specified technical or administrative requirements may result in disqualification.

Full Description
We are requesting symmetrical Internet access and wide area network services delivered over leased lit fiber. Service (head-end) should be terminated at Greenland Central School 70 Post Road, Greenland NH 03840. Wide Area Network bandwidths will be broken down as follows:
Newington Public School 133 Nimble Road, Newington NH 03801 100Mbps Maude H. Trefethen School 142 Cranfield Street, New Castle NH 03854 100Mbps Rye Elementary School 461 Sagamore Road, Rye NH 03870 400Mbps Rye Junior High School 501 Washington Road, Rye NH 03870 400Mbps
All bids must include Wide Area Network Service to the aforementioned locations as a condition of the bid. Pricing should be included for 1Gbp] increments from the minimum to the maximum bandwidths noted above. We are seeking 5-year contract options. 5-year contracts should allow for upgrades to quoted bandwidth throughout the terms of the contract. All solutions must include installation and initial configuration (if needed), a method to report service outages and receive basic technical support without additional service fees, and a service level agreement.
All solutions can include special construction or one-time E-rate eligible non-recurring costs as well as E-rate eligible recurring circuit costs. Solutions bringing service to the property line but not the demarcation point are unacceptable. Failure to include any requested information in the previous paragraph is grounds for disqualification. Additionally, proposals must concisely address all requirements and not contain a significant amount of boilerplate corporate marketing information.
Prices should be all inclusive. All-inclusive in this case means, including all special construction and non-recurring costs (NRC) required by the vendor to commence service and all monthly recurring costs (MRC) should be included. MRC should include both transport and bandwidth charges. By submitting a bid, the respondent certifies that it has engineered a full solution that includes all of these costs. Costs added to the quote after the respondent has submitted their bid are solely the responsibility of the respondent and not the applicant. We would prefer the option available under E-rate rules to amortize the non-discounted portion of any special construction costs over four years or the life of the contract if the contract is shorter than four years.
Service implementation for all solutions is dependent on availability of local funds and E-rate funds. For any solutions requiring special construction, service implementation is also dependent on award of state matching funds (if available).
All proposals and questions must be submitted via email only to the main contact and the technical contact listed on this form 470. Vendors must have a valid E-Rate SPIN and current SPAC to be considered. All responding vendors must meet certification requirements prohibiting the inclusion of any products or components from Huawei, ZTE, or any other covered company designated by the FCC. We reserve the right to reject proposals from vendors who do not meet these criteria. District also reserves the right to disqualify incomplete vendor proposals. Please review your quote prior to submittal to ensure that you have complied with the form 470 requests. Failure to comply with these instructions may result in disqualification of vendor proposals.
