The U.S. Army Engineer Research and Development Center (ERDC), The GRL ABL team must procure an imaging spectrometer that will acquire precise and accurate spectral and spatial measurements at a wide range of wavelengths (300 nm - 2400 nm). The instrument must be able to meet the requirement and perform specific and accurate measurements for the GRL to conduct a study to develop a lidar system for a high-altitude balloon. There is a need to observe specific wavelength ranges with precise spatial and spectral resolution. Components such as diffraction gratings, mirrors, slits, and detectors need to be replaced and carefully tuned during the studies to accommodate the measurement requirements. This ensures that the spectrometer can accurately capture the desired data across different spectral ranges and resolutions. This instrument is needed to characterize other instruments like illumination lasers, measure reflectance, and analyze unexpected anomalies in the field of view. The spectrometer and accessories will enable the GRL ABL team to fulfill the ELS3D project's mission by providing insight into how to build a better lidar sensor for the ELS3D project and explore opportunities for future 6.1, 6.2, and reimbursable projects that need specific measurements and characterizations. See the description of requirement for specifics of the device. Therefore, it is recommended that the model HRS-500SS-NI and its accessories, manufactured by Teledyne Princeton Instruments, are the commercial products which can meet all stated requirements. Therefore, it is recommended that this requirement be sole source to Teledyne Princeton Instruments Cage code 4X574 The Government intends to procure from only one source under the authority of FAR 13.106-1(b)(1)(i). This notice of intent is for information purposes only. This notice is not a request for competitive quotes or proposals. A solicitation will not be issued. However, all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. The information submitted must be provided in sufficient detail to demonstrate the vendor's ability to fulfill this requirement. The contractor must also provide a description of their past experience in fulfilling requirements which are the same or similar to this requirement and references for each. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this requirement on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Verbal communications are not acceptable in response to this notice. Responses to this requirement may be submitted to Kwamaine Clark at contact@example.gov. The solicitation number shall be included in the subject line of the e-mail submission. Responses must be received no later than 10:00AM CST, Monday, August 12, 2024.

Request for Information for On-Site Fabrication and Assembly of a Three-Bay High-Performance Magazine (HPM) Structure
Solicitation # W912HZ27X1CTB
The U.S. Army Corps of Engineers Engineer Research and Development Center is conducting market research via a Request for Information to identify US-based contractors capable of the on-site fabrication and final assembly of a three-bay, monolithic reinforced concrete High-Performance Magazine structure. Located at Range 19, Fort Polk, Louisiana, this experimental test structure will be cast-in-place and is intended for eventual destruction. The scope of work includes the procurement and installation of Grade 60 reinforcing steel, 10,000 PSI self-consolidating concrete, structural sand fill with a density of 100 PCF, and the construction of three reinforced concrete doors and a protective sand/earth berm. The project requires a contractor with expertise in high-strength self-consolidating concrete, robust engineered formwork systems, and the installation of continuous, non-spliced rebar. All site activities must be completed within 240 days of contract award, with a mandatory 14-day mobilization notice provided to the Technical Point of Contact. The government requires strict adherence to ASTM standards for concrete compressive strength, slump flow, and ready-mix requirements, with precise dimensional tolerances of +/- 0.5 inches for overall dimensions and +/- 0.375 inches for wall and slab thicknesses. Interested vendors must submit their capabilities statements and responses to specific technical questions by November 4, 2026.
