Grant
Meat and Poultry Processing Expansion Program - Phase 4The Meat and Poultry Processing Expansion Program - Phase 4 (MPPEP-4), managed by the USDA Rural Business-Cooperative Service, aims to strengthen the American beef industry by providing competitive grant funding totaling $60 million. This funding is split evenly between two applicant groups: Very Small and Small Processors, and Intermediate Processors, with separate competitions and ranking processes for each. The program supports projects designed to expand and diversify meat and poultry processing capacity with a focus on promoting local supply chains. Two types of projects are eligible for funding: Processing Expansion Projects, which require a 50% cost share and can receive awards from $50,000 up to $2 million to cover substantial improvements including equipment purchases and facility renovations; and Simplified Equipment-Only Projects, which require a 25% cost share and offer awards from $10,000 to $250,000 solely for equipment purchases without additional costs like installation or certification. Eligible applicants are entities engaged in primary processing of cattle for commercial markets or toll processing, and must have been operational for at least one year. This includes for-profit and nonprofit organizations, producer-owned cooperatives, tribes, and tribal entities, all of which must be domestically owned and located in the U.S. Additionally, applicants must operate under appropriate meat and poultry inspection programs meeting at least federal standards. Entities currently holding active federal awards under previous phases of MPPEP or related USDA programs are ineligible to apply. The program excludes applicants considered nationally dominant processors, defined as those holding market shares equal to or greater than the fourth largest industry participant in beef, pork, chicken, or turkey processing. This structure promotes support for smaller processors seeking expansion and diversification within the meat and poultry industry.
