The Bureau of Land Management is seeking partners through a cooperative agreement to support its Invasive and Noxious Plant Management Program. The primary objective is to protect ecosystem health on public lands by preventing, detecting, inventorying, controlling, and monitoring invasive weed populations. Priority projects include those focused on preventing the spread of weeds to economically vulnerable lands, implementing early detection and rapid response strategies, enhancing burned area rehabilitation, and supporting biological control agent development and citizen science. Administered directly by the federal government under the Department of the Interior, this initiative falls under the categories of sustainability and conservation. While the program is currently closed pending the next funding cycle, it is forecasted for fiscal year 2026. The effort aims to mitigate permanent damage to natural plant communities and ensure that noxious weeds do not constrain the various activities conducted on public lands.

Full Description

One of the BLM's highest priorities is to promote ecosystem health and one of the greatest obstacles to achieving this goal is the rapid expansion of weeds across public lands. These invasive plants can dominate and often cause permanent damage to natural plant communities. If not eradicated or controlled, noxious weeds will continue to jeopardize the health of public lands and to constrain the myriad activities that occur on them. BLM Invasive and Noxious Plant Management Programs work to prevent, detect, inventory, control, and monitor weed populations on public lands.
Eligible uses: Priority Projects should strive to prevent, detect, inventory, control, and monitor weed populations on public lands; prevent point source spread from public plants onto economically vulnerable lands; conduct invasive species treatment to protect the resource values on public lands; advance Early Detection Rapid Response; enhance emergency stabilization and burned area rehabilitation; advance education, awareness, and citizen science relative to invasive species; and/or support classical biological control agent development.

Payment is typically issued within 30 days of invoice receipt via state warrants or local payment systems. Proposals must be submitted by November 17, 2026, and must include a comprehensive set of exhibits covering company profiles, technical proposals, and spill contingency plans.
