This solicitation, FA302026Q0013 for FY26 Kitchen Exhaust Hoods, is a re-solicitation fully set aside for Women-Owned Small Business Concerns under NAICS code 561210, replacing an inactive prior version with all previous submissions declared void. The requirement continues the provision of comprehensive kitchen exhaust hood and duct system cleaning and certification services at Sheppard Air Force Base and its Annex at Lake Texoma, with all work requiring adherence to NFPA 96 standards and certification by an approved industry organization such as IKECA. Contractors must ensure at least one certified technician is on-site at all times and submit annual certification proof to the Contracting Officer and Contracting Officer’s Representative within ten days of renewal. The contract spans multiple ordering periods through September 2031, incorporating options under FAR 52.217-8 to extend for up to six additional months, with performance subject to monthly Government surveillance by a designated Contracting Officer’s Representative and evaluation based on customer complaints, spot checks, and fire department inspections. Pricing must be submitted via the required Price Exhibit and held firm through September 30, 2026, with payment processed through Wide Area Workflow and governed by FAR 52.216-7 and DFARS Appendix F for receiving reports. Past performance is evaluated as significantly more important than price, and award will go to the offeror providing best value, even if not the lowest-priced submission, if the confidence rating justifies a price premium. All proposals must be submitted electronically in three separate, self-contained parts by the extended deadline of July 20, 2026, at 10:00 a.m. Central Time, to the designated contracting officers. Offerors must include a current CAGE code and UEI number, maintain active SAM registration with updated small business representations, and comply with detailed formatting guidelines including 10-point font, one-inch margins, and PDF or Excel submissions as specified. Security requirements mandate base access passes for personnel, compliance with DAFI 31-101 and AFFARS 5352.242-9000, participation in security training, and adherence to base traffic and photography rules. Contractors are responsible for tagging cleaned systems with labels containing company info, cleaning date, next service date, and technician certification to meet NFPA 96 and PWS standards, while hazardous waste disposal must follow 40 CFR

It is critical that service providers are certified, qualified, trained, and efficient in the trade and must perform in the best and most workmanlike manner and in compliance with the contract and industry standards.  Certification must come from an industry standardized organization such as International Kitchen Exhaust Cleaning Association (IKECA) or comparable.  Contractor will be responsible for providing proof of certification for Certified Exhaust Cleaning Specialists on an annual basis or as directed by their certifying industry standardized organization.  Contractor must provide a photocopy of certification to the Contracting Officer (CO) and Contracting Officer Representative (COR) within 10 days of certification renewal. During performance of work, at least one certified technician must remain on-site at all times.  During the span of this contract, modifications may be required. Modifications are based on a per exhaust hood and duct system by building. Modifications may be generated due to facility utilization, additions and deletions, renovations, demolition, and new construction.

Solicitation # N4008526R0033
The contract solicitation N4008526R0033, issued by Navfacsyscom Mid-Atlantic under the Department of Defense, seeks qualified contractors to provide comprehensive Base Operation Services across Marine Corps Air Station Laurel Bay in Beaufort, South Carolina, Laurel Bay Schools, and the Townsend Bombing Range in Shellman Bluff, Georgia, along with supporting outlying areas. Services encompass Facility Investment, Pest Control, Electrical Operations, and Base Support Vehicle Equipment, requiring full labor, management, tools, materials, and equipment to be furnished by the contractor under a performance-based, firm-fixed price, indefinite delivery/indefinite quantity (IDIQ) structure. The contract includes a 12-month base period with a 90-day post-award start window and up to seven option periods plus a single six-month extension, allowing for scalability within a not-to-exceed financial ceiling. Work is to be performed on-site at designated government installations, with additional locations potentially authorized within a 50-mile radius. All shipments must adhere to MIL-STD-129 and MIL-STD-130 for marking, packaging, and Unique Item Identifier (UII) labeling using Data Matrix barcodes compliant with ISO/IEC standards, ensuring full traceability of government-furnished property. Offerors must submit proposals via the PIEE Solicitation Module in two separate volumes—technical and price—with the technical volume capped at 110 pages and the safety approach limited to seven pages, both formatted in 12-point Arial or Times New Roman. The evaluation uses a balanced best-value trade-off model, where Management Approach, Corporate Experience, Safety, and Past Performance are equally weighted among themselves and nearly equal in importance to price, allowing award to the offeror providing the greatest overall value, not necessarily the lowest-priced or highest-technically-rated proposal. The solicitation is set aside for 8(a) small businesses and requires full compliance with numerous FAR and DFARS clauses, including restrictions on subcontracting (50% service, 85% construction, 75% special trades), protections against Chinese military companies, data rights limitations, mandatory arbitration prohibitions, and cybersecurity and personal identity verification requirements. Contractors must hold current SAM certifications, submit UEI and CAGE codes, and comply with stringent safety programs, including chemical hazard communication, confined space protocols, critical lift plans, and drug/alcohol prevention. Invoices must be submitted electronically through WAWF using approved formats, and all proposals must include
