FY26 Kitchen Exhaust Hoods

**Amendment 0005 – The purpose of Amendment 0005 is to replace the previous `SAFB Kitchen Exhaust Hoods Pics` attachment in its entirety with the newly consolidated `Comprehensive_Kitchen_Hood_Pics` attachment, to be used in conjunction with the newly added `Kitchen_Hood_Photo_Index.pdf` to identify specific building locations for each hood. No other items have been updated. Note: Attachment is a high-resolution PDF package (\~116 MB). Please allow a few moments for the download to complete depending on your network connection.***

***Amendment 0004 - The purpose of amendment is to issue a revised Attachment 5 - Instructions to Offerors to clarify the documentation requirements for contractor teaming arrangements. Specifically, this amendment corrects overly restrictive language to clarify that formal Small Business Administration (SBA) approval documentation is only required for formal Joint Ventures and Mentor-Protégé agreements, and is not required for standard Prime Contractor/Subcontractor relationships. The proposal submission deadline remains unchanged at 22 June 2026 @ 1600 hours CT. No other items have been updated.***

***Amendment 0003 - The purpose of amendment is to issue a finalized set of Questions and Answers (Q&A) to clarify technical and administrative requirements, provide the Site Visit Sign-In Sheet, Sheppard AFB Kitchen Exhaust Hoods Pictures and publish Revised Attachment 1 (Price Exhibit). No other items have been updated.***

***Amendment 0002 - The purpose of this amendment is to provide the following updates to the solicitation:

1. The Combined Synopsis/Solicitation response deadline is hereby extended to Monday, 22 June 2026 @ 1600 hours (4:00 PM) Central Time (CT).

2. Update to Attachment 8 - Past Performance Questionnaire (PPQ) Attachment 8 has been revised to include the following updates:

a.  All PPQs must be submitted no later than Monday, 22 June 2026 @ 1600 hours (4:00 PM) CT.

b.  A requirement has been added for offerors/references to specify the volume of work (number of exhaust hoods cleaned per year) for each referenced contract.

***Amendment 0001 - This amendment is updates the Combined Synopsis/Solicitation paragraph 4 to set aside 100% for Economically Disadvantaged Woman Owned Small Business Concerns. No other items have been updated.***

This requirement is a continuation contract to provide Exhaust Hoods cleaning and certification services at Sheppard AFB and Sheppard Annex at Lake Texoma (approximately 2 hour drive/120 miles from Sheppard AFB).  The service provider shall provide all personnel, equipment, tools, supplies, expertise, materials and other items necessary to perform cleaning kitchen exhaust hoods and ducts.
 
It is critical that service providers are certified, qualified, trained, and efficient in the trade and must perform in the best and most workmanlike manner and in compliance with the contract and industry standards.  Certification must come from an industry standardized organization such as International Kitchen Exhaust Cleaning Association (IKECA) or comparable.  Contractor will be responsible for providing proof of certification for Certified Exhaust Cleaning Specialists on an annual basis or as directed by their certifying industry standardized organization.  Contractor must provide a photocopy of certification to the Contracting Officer (CO) and Contracting Officer Representative (COR) within 10 days of certification renewal. During performance of work, at least one certified technician must remain on-site at all times.  During the span of this contract, modifications may be required. Modifications are based on a per exhaust hood and duct system by building. Modifications may be generated due to facility utilization, additions and deletions, renovations, demolition, and new construction.

Notice to Offeror(s)/Supplier(s): Funds are not presently available for this effort. No award will be made under this solicitation until funds are available. The Government reserves the right to cancel this solicitation, either before or after the closing date. In the event the Government cancels this solicitation, the Government has no obligation to reimburse an offeror for any costs.

1. Questions may be submitted to the POCs and Contracting Officer listed above no later than 27 May 2026 @1000 hours Central Standard Time.  Questions submitted after this date may not be answered.

2. Quotes in response to this solicitation must be submitted via email to the POCs and Contracting Officer listed above no later than the established deadline.

3. Quotes must be valid through 30 September 2026.

4. All price quotations must be submitted via the above table. Separate quotes on company letterhead can be provided for supplemental information, but all technical submissions must be submitted on a separate document.
