FY26 MDAR Departmental RFR- MA Animal Fund- Qualified Veterinarian List for Spay/Neuter Voucher Prgm

The Massachusetts Department of Agricultural Resources is seeking licensed veterinarians to join a Qualified Contractor List for the Mass Animal Fund Spay/Neuter Voucher Program. This fee-for-service initiative aims to offset costs for the vaccination, spaying, and neutering of homeless and low-income owned dogs and cats throughout the state. Eligible contractors must be actively licensed to practice veterinary medicine and employed by a clinic, hospital, or shelter. Key operational requirements include the ability to provide initial exams, vaccinations, and surgery on the same day whenever possible, and the commitment to schedule surgeries within 60 days of a voucher recipient's request. Clinical services must include DHPP/FVRCP and rabies vaccines, anesthesia, pain management, and spay/neuter surgery, with additional supplies and tests provided as necessary. The procurement is classified as a small procurement with an annual estimated value per vendor of up to 250,000 dollars, with reimbursements provided on a flat-fee basis according to a current pay schedule. The contract period may last up to nine years, with an earliest start date of November 2025 and a fixed end date of June 30, 2034.
