The Naval Air Systems Command (NAVAIR) intends to award a sole source, Firm Fixed Price (FFP) contract to Thales USA, Inc. of Overland Park, Kansas for the procurement of FY27-28 Tactical Air Navigation (TACAN) requirements. The total estimated quantity required for this procurement is 10 TACAN AN/URN-32 Beacon Kits, 10 URN-32 Remote Control Status Unit (RCSU) Upgrade Kits, 20 AN/URN-33 TACAN Systems, 30 OE-4691 Antenna Systems with Antenna Lanyards, 152 High Power Amplifier (HPA) Assemblies, 38 Low Power Amplifier (LPA) Assemblies, 38 Remote Monitor Maintenance Control (RMMC) Kits and associated technical data. The quantities listed above are approximations. The estimated period of performance is 3 years.


As the sole designer, developer and manufacturer of the TACAN AN/URN-32 and AN/URN-33, Thales is the only source with the requisite knowledge, experience, data and technical expertise to provide the required supplies and services. The authority permitting other than full and open competition is Title 10, U.S. Code 2304 (c)(1), as implemented by FAR 6.302-1, ‘Only One Responsible Source’, and no other supplies or services will satisfy agency requirements.
