FY27 Liquid Asphalt Material

The contract solicits the supply of cationic and anionic emulsified asphalt products, including CSS-1, LMCRS-2H, CVRS-2P, and Quickset Fog Seal, to the Ada County Highway District (ACHD) for use in Idaho highway maintenance operations. The solicitation, numbered MO27-01, is open for bids through the ACHD eProcurement Portal with a deadline of July 29, 2026, at 3:00 PM local time, and a virtual bid opening is scheduled via Zoom. The contract is awarded using a Lowest Price Technically Acceptable (LPTA) method, where only fully responsive bids meeting all specifications are considered, and the lowest price determines selection. Prices are unit-based with no estimated contract value published, but ACHD reserves the right to order additional quantities within 180 days of award. Delivery is F.O.B. Boise, Idaho, and all materials must be delivered to ACHD’s principal place of business. Invoicing is electronic only to invoices@achdidaho.org, and payment is subject to annual appropriations under a nonappropriation clause. Compliance with ACHD-specific clauses is mandatory, including a supply bond if required, liability insurance per contract documents, arbitration in Ada County, Idaho jurisdiction, and attorney fees to the prevailing party. Vendors must certify against boycotts of Israel and affirm they are not owned or operated by the Government of China, with exemptions available only for businesses under 10 employees and contracts under $100,000.
